                                  2ND STEP: $82,063.80 per annum

AREA OF RESPONSIBILITY:

Reporting to the Project Manager, IT Elections, as a technical member of the Election team, this role is responsible to provide specialized support to ensure the technical integrity of the municipal election process.  This role sets the framework and is involved in all technical decisions unique to Election project. The Technical Elections Assistant will coordinate and interact with other technical and non-technical staff to meet custom preparation and timeline requirements for the municipal election.  This position also provides training to elections workers in set up of databases and equipment.

 

  • Assist with determining and confirming strategies and technical options for hardware and software configuration and devices
  • Under team direction, conduct all activities related to technical aspects of the election including planning, hardware options, configuration, building, testing, software, application modification, and security management
  • Update design, build, test and support networks required for voting locations
  • Lead testing and required automation, technical modifications and accessibility of the Voters’ List on the City’s website
  • Maintain election databases by coordinating with vendors and liaising with necessary third parties for voter notice and ballot coordination
  • Work with IT resources to evaluate issues related to network connectivity – including LAN/WAN and telecommunications connectivity directly impacting election requirements
  • Conduct audits and set-up of proposed voting locations by visiting 150 sites to conduct technical testing; ensure all locations meet technological requirements
  • Help develop training manuals and materials and deliver technical training by providing demonstrations and offering technical assistance to staff
  • Set-up/take down training facility and ensure technical supplies are readily available
  • Support advance voting activities including the provision of oversight for technical operations, ensuring that locations are adequately equipped, and providing technical support to Location Supervisors and Ward Managers
  • Provide technical troubleshooting support onsite
  • Maintain up to date documentation and correspondence to ensure necessary sign-offs and approvals are in place
  • Participate in system testing and mock elections
  • Update, maintain and create, where necessary, processes as they relate to election specific activities including technical documentation and support
  • Liaise with consultants, vendors, equipment manufacturers and engineering/support staff concerning election related equipment, configuration, technical support, and maintenance as directed.
  • Update and maintain the election inventory for devices, peripherals and other communication equipment such as cellular devices (modems, SIM cards)
  • Create digital copies of Voters’ List for candidates
  • Participate in data analysis using GIS information, the Voters’ List, locations, Voters’ List Management System, Elections Ontario and other data sources and databases.
  • Set-up and participate in internal/external job fairs and candidate information sessions
  • Use of effective resource and expense management at all times to meet corporate policies and guidelines.
  • Participate in and support other election duties as required, both technical and non-technical.

 

SELECTION CRITERIA:

 

EDUCATION:

  • High school (Grade12) graduation plus an additional program of over one year and up to two years in Computer Science, Computer Programming, Technology or equivalent.

 

EXPERIENCE:

  • Over two (2) years, up to and including four (4) years experience in a technical support environment, preferably in both public or unionized environment
  • Municipal election experience is an asset

 

REQUIRED LICENCE CERTIFICATION:

  • Must possess a valid Ontario G driver’s licence.

 

OTHER SKILLS AND ASSETS:

  • Knowledge of Municipal, Regional, Provincial and Federal Governments and applicable legislations; including departmental and council proceedings is an asset
  • Vehicular transport required for possible location inspections, transport of equipment to offsite election locations via personal vehicle.
  • Experience in the support of client-server software and/or browser-based solutions, databases and computer hardware, complimented by a demonstrated understanding of network technologies, TCP/IP and MS Office suite of products.
  • Demonstrated ability to diagnose and troubleshoot software, hardware network communication problems, and to work with databases and software applications.
  • Ability to lift and carry heavy boxes and equipment.
