AREA OF RESPONSIBILITY:
Reporting to the Manager, Architecture & Governance, the Enterprise Architect, Data is responsible for designing and developing data architecture and solutions that align with the City’s business needs, corporate strategy, technology standards, and data governance policies. This includes establishing data integration strategies, managing reference architecture for data domains, developing data solution roadmaps, and ensuring adherence to the City’s data security standards. The role is focused on creating comprehensive data strategies, such as data management, data governance, and analytics, to meet both business and information technology requirements.
As the Enterprise Architect, Data, this role provides expert guidance in the development of enterprise-wide strategic directions for data architecture, policies, principles, and best practices. The architect will design and present architectural viewpoints, frameworks, models, and data-driven solutions to continuously evolve the City’s enterprise data architecture, ensuring that it is scalable, secure, and aligned with the City’s long-term data goals and business objectives.
- Develop and maintains reference architectures and roadmaps for the EA domains (Business, Data, Application, Integration, Technology/Infrastructure and Security); includes patterns/common services and EA related principles policies and standards to be used by IT architects.
- In collaboration with Project Managers and Managers, the Enterprise Architect, Data supports the development of project-specific plans. This participation includes, but is not limited to providing oversight into the research, selection, evaluation and implementation of new software applications, ensuring business, network, data and security requirements are understood, scoped, architected and implemented as scheduled. Post‑implementation, maintain data solution architecture artifacts and provide recommendations to improve data quality, lineage, governance, and platform performance.
- Provide expert advice to stakeholders regarding enterprise-wide strategic directions for IT architecture, standards, principles, best practices.
- Develops and participates in the architecture governance process to ensure compliance of all projects to the desired state architecture
- Ensures architecture standard and policy compliance across all relevant solution architecture domains as well as traceability of business objectives.
- The Enterprise Architect, Data provides the technical expertise to the design of business focused technology solutions balancing both current state requirements/needs and future state opportunities. Prepare detailed architecture and design documents/diagrams to implement new hardware, software and application solutions.
- Evaluate and specify data platform solutions (e.g., lakehouse, warehouse, streaming data from IOT/OT devices) with required controls for security, privacy, quality, lineage, and lifecycle management.
- Provides technical expertise to planning and prioritization for IT investments including research, analysis and reporting. Maintaining an awareness of developments in technologies, infrastructure, wireless, networks and security trends in order to make recommendations on behalf of the portfolio planning team for project consideration.
- Develop, extend and promote the City data strategies, standards, and guidelines across the enterprise.
- Responsible for developing enterprise-wide and initiative-specific documentation related to applications, data, security, and infrastructure in the context of risk/audit reviews and broader standard/City-specific architecture protocols.
- Through review and analysis, ensures that emerging and final solutions are; aligned with the broader City enterprise architecture; sustainable and will meet the intended business objectives; and identifies potential issues and creates options and recommendations for resolution.
- Review and conduct analysis to provide opinion on compliance of projects and initiatives with Architectural Controls and Standards
- Provides technical advice for overall portfolio and program planning to managers, project managers, developers and other technical specialists (quality and testing) with a focus on continuous improvement, data optimization, workflow, navigation of data at all layers, user experience and overall product/solution optimization. The Enterprise Architect, Data develops the technical roadmap for all solutions to optimize features released in upgrades and optimize data platforms and data products. Recommend appropriate software upgrades or compatible product suites to ensure appropriate security measures are in place to protect the solutions environment and network.
- Provides oversight and subject matter expertise across the City’s enterprise data platforms and integration landscape, including data lakehouse/warehouse solutions, streaming/IoT data ingestion, data pipelines and orchestration, MDM/reference data, data catalog/lineage, and analytics platforms; in partnership with security and infrastructure teams to ensure appropriate controls and performance.
- Provides strategic advice on project and product and product governance including recommendations on action items to meet the outcomes as stated in the governance objectives
SELECTION CRITERIA:
As the role requires an enterprise-wide view of technology solutions, there is a corresponding requirement for an enterprise-wide view of the City’s business operations including priorities, operational plans and strategic directions. This knowledge/understanding is required in order to lead and/or support the selection and design of IT solutions.
As a subject matter expert, the role requires deep and broad knowledge of a wide range of technology focused applications at the enterprise level as well as the supporting infrastructure (hardware /cloud environment), service management and related security requirements. With a focus on the development of the blueprint, the Enterprise Architect, Data must also understand, for example, databases, business intelligence, networks and software development, project management, technology procurement.
As a senior advisor in project focused initiatives, there is a requirement for knowledge of industry best practices and City-specific project management practices.
Knowledge of business case development including research, identification and assessment of best practices, long-term scenario modelling and costing models.
EDUCATION:
- Post-secondary degree or diploma in Computer Sciences, Information Services, Systems Engineering or Business Planning; Master’s Degree an asset or equivalent combination of education, experience and training.
- Certification in at least one Enterprise Architecture body of knowledge such as TOGAF, FEA, Zachman, and EACOE and working knowledge of project/product lifecycle management.
- Certification in ArchiMate modeling language and proficiency in Enterprise Architecture toolsets (e.g., OrbusInfinity) considered strong assets.
EXPERIENCE:
- Minimum 8 years progressive experience architecting and designing complex technology solutions with solid background in enterprise architecture, planning, design, and development;
OTHER SKILLS AND ASSETS:
- Ability to create large complex multi-layered solution diagrams and other architecture artifact related to Business, Application, Data and Technical Architecture.
- Experience and strong understanding of enterprise architecture principles, methodologies concepts, policies and practices as well as a strong track record in creating and maintaining business and technology roadmaps.
- Experience in communicating architecture guidance through written documents by articulating solutions options, cost and risks; ability to conduct research into emerging technologies and trends, standards, and products as required;
- Proven experience in IT applications, data, security and technology infrastructure planning and roadmap development;
- Excellent interpersonal and communication skills; ability to present ideas in business-friendly and user-friendly language; Extensive experience working in a team-oriented, collaborative environment;
- Highly self-motivated and directed;
- Strong conceptual, analytical, organizational and planning skills to resolve complex and diverse issues.
