HIRING SALARY RANGE: $114,550.00 - $128,869.00 per annum

MAXIMUM OF SALARY RANGE: $143,188 per annum

AREA OF RESPONSIBILITY:

Reporting to the Senior Manager, Employee Relations, the Human Resources Business Partner provides leadership support and strategic business thinking in all Human Resources related matters to designated client group leaders. The incumbent provides generalist Human Resources (HR) and employee relations guidance, advice and strategic consultative services to ensure consistency in the application of corporate HR policies, procedures and employment legislation and alignment with strategic organizational goals. The incumbent also conducts workplace investigations and supports the effective resolution of workplace disputes. The incumbent participates in the analysis, design, and implementation of organizational structure to determine opportunities and challenges.

 

KEY RESPONSIBILITIES

 

OPERATIONS SUPPORT

  • Provides guidance and advice to dedicated client groups to ensure the consistent administration, interpretation and communication of corporate policies, HR policies, procedures and practices, collective agreements, and legislation relating to employee relations and Human Resources.
  • Provides proactive HR planning advice to designated client groups to inform client decision-making on matters involving operational/workforce planning and risk mitigation.
  • Offers proactive analysis of departmental issues in consultation with client group management, staff and teams, identifies and recommends appropriate interventions, and provides guidance and support with the implementation of preferred solutions.
  • Conducts and supports effective, thorough and objective workplace investigations. Analyzes investigation findings, drafts investigation report, and makes recommendations.
  • Drafts and assists client groups with written correspondence regarding employee relations matters.
  • Participates in Labour-Management Committee meetings in a consultative role.
  • Assists with the preparation for collective bargaining by identifying issues and providing options and recommended solutions.
  • Advises on the disposition of first and second step grievances, in consultation with Labour Relations staff as required, and acts as a resource to Labour Relations in the resolution of third step grievances.
  • Assists in the implementation of outcomes from collective bargaining, mediated settlements and arbitrated awards.
  • Responsible for leading the resolution of workplace accommodation requests in collaboration with People Leaders and centres of expertise.
  • Develops and conducts training for leaders as required in various employee relations areas such as performance management, attendance management, workplace accommodation, etc.

 

RELATIONSHIP MANAGEMENT

  • Builds and establishes a positive working relationship through partnerships at all leadership levels, union representatives, Centres of Expertise, and employees.
  • Supports and coaches leaders to build positive relationships with union representatives and employees.
  • Provides consultative services to managers on matters at all stages of an employee life cycle, including but not limited to, coaching and counselling, attendance and performance management, conflict resolution and mediation, progressive discipline and terminations.
  • Provides strategic guidance to enhance leader capability to be clear, consistent, and legally defensible.

 

CORPORATE CONTRIBUTION

  • Participates in HR initiatives, policy development and review, and corporate projects as required.
  • Collaborates with core HR functional areas to develop and implement integrated, solution-based and strategic processes, procedures and programs.
  • Participates in the analysis, design and implementation organizational structure, culture and change drivers to determine opportunities and challenges.
  • Conducts post-mortem analyses on HR initiatives and makes recommendations to adjust HR policies and practices where appropriate.
  • Provides input into the designated client groups’ annual budget process through the HR planning process.

 

LEADERSHIP

  • Supervises Human Resources Associates responsible for providing day-day client support.
  • Coach, mentor and initiate staff training to guide their professional development and succession planning.

 

CUSTOMER SERVICE

  • Champion excellence in customer service standards and delivery.
  • Deliver trusted professional judgment and perspective through collaborative and productive partnerships with key stakeholders that result in customer service satisfaction.
  • Escalates complex issues to appropriate levels.

  • Work well within diverse groups to achieve common goals and objectives.

SELECTION CRITERIA:

 

 

Education:

  • University degree in the field of human resources, industrial relations or business administration with specific training in Human Resources disciplines or equivalent combination of education and experience.
  • CHRL designation is preferred.

 

Experience:

  • Minimum of 5 years HR generalist experience providing advice and guidance to clients in a unionized work environment.
  • Experience with employee relations, organizational change, attendance management, and performance management.
  • 2-3 years supervisory leadership experience; ability to lead, influence, direct and motivate

 

Special Requirements:

  • Knowledge of employment and related legislation (e.g., Employment Standards Act, Ontario Labour Relations Act, Occupational Health and Safety Act, Workers Safety and Insurance Act, Ontario Human Rights Code), equity principles and sound human resource practices.
  • Superior interpersonal skills including the ability to work effectively in a team environment.
  • Demonstrated ability to exercise significant discretion and sensitivity; and to use consultative and relationship building skills with diverse client groups.
  • Organizational skills with attention to detail and ability to meet deadlines.
  • Excellent verbal and written communication skills while maintaining a proper degree of privacy and confidentiality.
  • Ability to analyze information and influence decision making based on expert knowledge of employee relations.
  • Demonstrated analytical skills for issue identification, options identification to enable problem solving.
  • Computer proficiency in MS Office (Word, Excel, Outlook) and knowledge of HRMIS (Peoplesoft preferred).
  • Perform additional duties and undertake special projects as assigned.
