AREA OF RESPONSIBILITY:
Reporting to the Recreation Coordinator, Compliance, this position is responsible for payroll and employee support services for the Recreation Division. Supervises and sets priorities for Recreation Clerks to ensure the administrative payroll functions are achieved within prescribed timelines while providing excellent customer service. Provides support to Recreation staff regarding payroll functions including training, audits, and reporting. Leads and supports initiatives to improve payroll and employee support services, including recruitment, hiring, and performance evaluations.
- Payroll/ Support. Accountable for all Recreation time entry functions to ensure that information is completed accurately and submitted on time to Payroll Services for processing. Provides direct guidance to the Recreation Clerks and Recreation staff ensuring daily functions are performed according to Corporate Policies and Collective Agreements. Reviews and approves the data entry and time entry Generates various time entry reports, ensuring payroll codes are entered accurately and assisting staff with payroll inquiries. Pro-actively identifies issues that have potential impact on Recreation payroll and resolves or escalates, as appropriate. Assists Payroll Services with co-ordination of activities associated with payroll processing for the Recreation Division. Works closely with Payroll Services and Human Resources to ensure deliverables are achieved to meet corporate deadlines.
- Employee/Recruitment Services. Accountable for both full-time and part-time employee processing of employee data changes, contracts, leaves including start/end dates, extensions, step progressions, activations/inactivations and vacancies. Supports Recreation staff with recruitment, including hiring paperwork and onboarding process. Clarifies and interprets the Collective Agreement and forwards sensitive issues to the Supervisor for resolution. Ensures that all queries are handled in a prompt manner to ensure accuracy and efficiency in the treatment of all employees. Makes recommendations on current practices to ensure efficiency in operations. Responds to internal staff requests regarding procedural clarity, interpretation of internal payroll practices and other general provisions of the Collective Agreement. Liaises with Payroll Services and Human Resources to ensure requirements are met and clarifies questions as they arise.
- Analysis & Reporting. Generates reports to ensure compliance of internal/corporate payroll practices for the division. Follows up with staff to resolve issues and correct errors. Maintains proper time entry records. Monitors the part-time employee file database. Ensures the confidentiality and security of employee files. Tracks and reports on overtime, vacation and lieu banks. Provides analysis for issue resolution and decision making. Completes ongoing audits and is responsible for ensuring all audit requirements are met.
- Customer Service. Provide day-to-day support and guidance for defined processes, policies, practices, provincial regulations, and project initiatives to meet operational needs. Develops and facilitates ongoing training to further enhance the knowledge and expertise for Recreation staff as it relates to Payroll functions. Audit administrative processes to ensure adherence and compliance to corporate and departmental standards, and provincial and regional regulations.
- Initiates and Implements Change. Uses knowledge and insights gained in working with staff and through access to information to identify trends and concerns and suggests ways to improve processes or resolve issues. Ensures all standard operating procedures are followed and provides guidance on new payroll processes so that a consistent understanding for Recreation staff is delivered. Leads and supports initiatives to improve payroll and employee support services, including recruitment, hiring, and performance evaluations. Support HR and payroll software by collaborating with stakeholders to identify enhancement needs, coordinate updates and integrations, and ensure data integrity and regulatory compliance.
- Teamwork. Contributes to a healthy team environment. May be requested to represent the payroll or administrative function at meetings . Co-ordinates and trains new payroll/HR initiatives within Recreation to ensure seamless delivery and proper training are provided to staff.
SELECTION CRITERIA:
EDUCATION:
- Post-secondary Diploma or Degree in Office or Business Administration, Human Resources or equivalent.
- PCP (Payroll Compliance Practitioner) certificate would be an asset
EXPERIENCE:
- Minimum two years administration or payroll work experience, preferably in a recreation or municipal environment
OTHER SKILLS AND ASSETS:
- Supervisory, team lead or project management experience would be an asset
- Strong computer skills in Microsoft Office (Outlook, Excel, Word, PowerPoint), SharePoint, Microsoft Teams/Shifts and payroll systems (preferably PeopleSoft HRMS)
- Understanding of privacy and confidentiality standards and awareness of security needs
- Excellent organization and communication skills
- Strong customer service skills
