HOURS OF WORK:  35-hour workweek / shift work / variable hours

LOCATION:  Hybrid Model*– when working onsite, you will report to the location of Williams Parkway Operations Centre.

SALARY GRADE:  5

HIRING SALARY RANGE:  $88,458.00 - $99,516.00 per annum

MAXIMUM OF SALARY RANGE:  $110,573.00 per annum

AREA OF RESPONSIBILITY:

Reporting to the Traffic Planning Supervisor, this position coordinates all aspects of the Traffic Planning Group. This position oversees the day-to-day activities and review of development proposals including, subdivision and Site Plans and their related traffic impact studies, construction Traffic Management Plans to ensure the safe and efficient movement of pedestrians, motorists and cyclists.  Assists the Traffic Planning Supervisor with the administration of the City Street Naming program. Assists in the assurance of efficient and effective measures to meet divisional and corporate service standards. This position ensures traffic planning contracts adhere to Divisional and Corporate service standards and are efficient and effective for the Traffic Planning Group.

 

  1. OPERATIONAL SUPPORT
  • Administers and coordinates the work scheduling process for the Traffic Planning group to ensure efficiency of work activities for the traffic planning technologists/analysts, consultants, and developers.
  • Ensures schedules maintain an adequate staff level for road related projects while adhering to prescribed timelines
  • Ensures proper road operations activities are within budgetary guidelines.
  • Assist the Traffic Planning Supervisor in overseeing the day-to-day operations of the Traffic Planning Group.
  • Develops and undertakes the role of assessing transportation and road network requirements related to Secondary Planning and Block Planning.
  • Establishes and defines these requirements in detail as inputs into the Growth Management, Staging and Sequencing of the community.
  • Ensures that recommendations of reports are included in the final design of the development either through subdivision or roadway detailed design.
  • Assists the Traffic Planning Supervisor in establishing appropriate policies and procedures for the section and ensure these are updated or changed to meet the Service Plan and strategic goals. Review and approve final plans and contract specifications.
  • Provide interpretation on matters related to projects.

  1. STAFF LEADERSHIP
  • Supervises, trains, evaluates, coaches and participates in the discipline of staff.
  • Sets priorities and organizes work to meet deadlines and achieve related divisional goals and objectives.
  • Respond to all staff inquiries regarding items of responsibility, particularly regarding work schedules.
  • Participates in the recruitment process.
  • Manages the work plans and staffing requirements for coordinated projects to ensure adequate coverage in the execution of traffic endeavours
  • Assigns projects to team and external agencies for coordinated traffic initiatives.
  • Resolves conflicts and issues within the work schedule arrangements and work direction to ensure cohesiveness within the team.
  • Monitors performance and is responsible for addressing labour relation issues for Traffic Planning staff, as required.

 

  1. RELATIONSHIP MANAGEMENT
  • Fosters relationships with a collaborative approach to business with internal and external stakeholders to respond to and act on requests and complaints relating to traffic planning (i.e. access control, site plans, development charge by law)
  • Liaise with government agencies, public/private sector organizations, internal departments, and stakeholders to exchange information and obtain industry knowledge.

  1. COMMUNICATION AND REPORTING
  • Represent department at internal and external meetings with various groups.

Prepare and present staff reports to Council and Standing Committees of Council.

 

 

SELECTION CRITERIA:

 

EDUCATION:

  • Post-secondary diploma in Transportation Planning or Engineering or equivalent

EXPERIENCE:

  • Minimum 4 years related experience in transportation planning environment.
  • Two years’ experience as a supervisor/coordinator in a unionized environment
  • Familiarity with processing development applications, review of traffic management plans, road safety standards and traffic calming techniques.

Mandatory Requirements:

  • Must possess a valid non-probationary Ontario Class “G” driver’s license and the use of a personal vehicle.

OTHER SKILLS AND ASSETS:

  • Highly proficient with Microsoft Office Suite and related traffic operations software.
  • Working knowledge of applicable legislation i.e. WSIB, OH&S, Ontario Traffic Manuals, Highway Traffic Act, Planning Act is an asset.
  • Ability to manage, guide and motivate staff.
