HIRING SALARY RANGE:  $100,277.00 - $112,812.00 per annum

MAXIMUM OF SALARY RANGE:  $125,346.00 per annum

AREA OF RESPONSIBILITY:

 

Reporting to the Senior Manager, Community Safety & Well-Being Office, the Special Projects Advisor is responsible for leading the development and implementation of key initiatives related to community safety, with a primary focus on addressing homelessness and encampments in Brampton. While encampments will be the primary area of work, the incumbent will also be responsible for addressing other emerging issues as they arise, ensuring a proactive and coordinated response to community safety challenges. This position involves fostering and maintaining relationships with community partners, supporting policy development, implementing strategic initiatives aligned with the City of Brampton's Community Safety & Well-Being framework, and ensuring regular reporting and communication of progress and outcomes to leadership and stakeholders. The position will lead coordination and collaboration across multiple internal divisions, levels of government, and service providers in addressing encampments. The position will also represent and lead strategic, planning, and operational meetings about encampment sites or related emerging issues. The Special Projects Advisor will be responsible for drafting Council reports, briefing notes, and other key communications to keep decision-makers informed. The role will also require after-hours availability as necessary to address urgent matters.

 

PROJECT MANAGEMENT & IMPLEMENTATION

  • Lead and act as a key contact to partners and stakeholders for the development and implementation of key policies, procedures, and strategies to support the City's response to homelessness encampments, in alignment with the Region of Peel's Encampment Policy Framework and Joint Protocols.
  • Develop project plans, budgets, and timelines to support initiatives.
  • Conduct research, analyse data, and provide recommendations on emerging community safety issues, trends, best practices, and applicable legislation.
  • Monitor and evaluate program effectiveness, reporting on key performance indicators.
  • Ensure confidentiality when handling sensitive information related to municipal strategies and community safety initiatives.
  • Draft and submit Council reports, ensuring decision-makers receive timely and relevant information to support policy and program development.

 

STAKEHOLDER ENGAGEMENT & PARTNERSHIPS

  • Act as a primary point of contact for community groups, non-governmental organizations, and other external stakeholders regarding encampment response initiatives and emerging safety concerns.
  • Facilitate relationships and foster collaboration between City departments, community centres, and external organizations to enhance service delivery.
  • Support outreach and engagement initiatives, ensuring that community voices and lived experiences inform policy and program development.
  • Identify and execute actions to ensure projects achieve corporate objectives.
  • Represent the City in external meetings and forums related to homelessness, encampments, and broader community safety issues.
  • Lead recurring meetings to engage internal stakeholders to collaboratively identify decision points.

 

REPORTING, COMMUNICATION & COUNCIL RELATIONS

  • Prepare reports on program effectiveness, project milestones, and emerging community safety issues to the Senior Manager and other relevant stakeholders.
  • Draft Council reports, briefing notes, and formal presentations to ensure leadership and policymakers have the necessary information to make informed decisions.
  • Develop communication materials, including updates, progress reports, and public-facing documents, to ensure transparency in the City's approach to encampments and other emerging safety issues.
  • Ensure consistent and structured reporting on project outcomes, community safety efforts, and challenges, maintaining a strong feedback loop with all relevant internal and external stakeholders.
  • Support the Senior Manager in responding to Council inquiries, community concerns, and interdepartmental coordination efforts.

 

PROGRAM IMPLEMENTATION & CONTINUOUS IMPROVEMENT

  • Implement Council directives and other directives such as the Peel Encampment Policy Framework and Joint Protocols.
  • Work with cross-functional teams to align initiatives with broader municipal priorities.
  • Conduct site assessments and environmental scans to support continuous program improvements.
  • Stay abreast of related legislation, funding opportunities, and opportunities to advocate for additional resources and support, and advise and make recommendations to the Senior Manager about such opportunities.
  • Identify risks and strategies to mitigate or reduce identified risks related to implementing projects within this role.
  • Periodically evaluating program using data and trends.

 

ADMINISTRATIVE & FINANCIAL MANAGEMENT

  • Track and monitor financial expenditures, grant funding applications, and resource allocation.
  • Ensure contracts with external vendors are in good standing.
  • Ensure external vendors meet all contract requirements.
  • Manage project budgets and expenditures to ensure cost-effective delivery of initiatives.
  • Identify opportunities for funding allocation to enhancement for existing and new initiatives
  • Identify operational requirements and track funding allocations for specific projects.
  • Support cost recovery efforts and recommend budgetary adjustments to improve efficiency.

 

SELECTION CRITERIA:

 

EDUCATION:

  • Post-secondary diploma or degree in Social Work, Community Development, Public Policy, Business Administration, or a related field.

 

EXPERIENCE:

  • Minimum of 3 years of experience in community safety, homelessness response, or social services.
  • Proven experience in project management, including planning, execution, and evaluation.
  • Strong background in working with government agencies, non-profits, and community organizations.

 

OTHER SKILLS AND ASSETS:

  • Excellent oral and written communication skills.
  • Strong project management and organizational abilities.
  • Ability to work in a fast-paced, changing environment with competing priorities.
  • Proficient in Microsoft Office Suite; experience with SharePoint, ArcGIS, Teranet, AIMS or SurveyMonkey is an asset.
  • Demonstrated political acumen and ability to maintain confidentiality.
  • Strong interpersonal skills to build relationships with a diverse range of stakeholders.
  • Frequent travel required to encampment sites and meetings.
