HIRING SALARY RANGE:  $88,458.00 - $99,516.00 per annum

MAXIMUM OF SALARY RANGE:  $110,573.00 per annum

AREA OF RESPONSIBILITY:

 

The Culture Planning Officer is a key member of the Cultural Services Division, responsible for planning and policy work to support the City’s vision for arts and culture as a vital component of building a vibrant, sustainable and livable city.

 

Reporting to the Manager, Culture Planning and Partnerships, this role will lead culture planning and policy projects; work with interdisciplinary and interdepartmental teams to expand and enrich cultural infrastructure and placemaking in Brampton, manage cultural data collection, interpretation, and reporting; facilitate communication and consultation to support project outcomes, strengthen industry relationships and build strategic foresight; and maintain portfolio administration in alignment with corporate policy.

 

Culture Planning and Policy

  • Lead and project manage culture planning and policy projects.
  • Lead arts and culture facility planning and development, identifying gaps in service provision and creating strategies to address them.
  • Support the implementation of culture plans, policies, strategies, frameworks and other key initiatives.
  • Serve as the project manager/representative for Cultural Services on infrastructure projects lead by other City departments that include, or have an impact, on culture.
  • Conduct research and proactively present opportunities to stimulate and address barriers to cultural growth in Brampton.
  • Work with leadership to develop a framework to manage the lifecycle and hierarchy of culture plans and related documents within the division, in coordination with interdepartmental and City-wide plans.

 

Interdisciplinary and Interdepartmental Collaboration

  • Work with other City departments and entities to advocate for and integrate culture into land use planning, infrastructure development, capital projects, and other key opportunities to expand and enrich cultural infrastructure and placemaking in Brampton.
  • Participate in interdisciplinary and interdepartmental project teams, providing a cultural lens on City priorities and key projects.
  • Review materials and prepare culture planning content for City plans and strategies.
  • Provide support and expertise as required to ensure City policies and services across the corporation are culture-friendly.

 

Data Management and Reporting

  • Monitor and track implementation of culture plans, policies, strategies, frameworks and other key initiatives, including progress toward meeting target outcomes and key performance indicators.
  • Manage cultural data collection and interpretation for divisional and City use.
  • Prepare reports, briefs, presentations, and other materials as required.
  • Monitor and report on key industry trends in culture planning and policy, gathering and advising on updates from thought leaders, governments, and non-governmental organizations.

 

Communication and Consultation

  • Work with City communications staff to develop and implement communications strategies to support public awareness of culture planning and policy projects.
  • Work with City engagement staff, consultants and others as required to lead, organize and facilitate community engagement in culture planning and policy projects.
  • Consult technical experts, governments, non-governmental organizations required to support project development and implementation,
  • Support leadership in the preparation of advocacy materials for internal and external audiences.
  • Build and maintain strong relationships with culture planners and related individuals in other jurisdictions to share knowledge, best practices, and advance the sector.

 

Administration

  • Maintain organized and up-to-date project management files in alignment with corporate records retention policy.
  • Manage consultant and other vendor procurement in accordance with corporate policy, oversee vendor performance in delivering services to support projects.
  • Manage staff to support projects, including scheduling, training and performance review.
  • Monitor and track project budgets within approved authority.
  • Support the annual operating and capital budget submission process.
  • Perform other related duties as assigned.

 

SELECTION CRITERIA:

 

EDUCATION:

  • Post-secondary degree in a related discipline (i.e. planning, culture planning, geography, policy) or a combination of education and related experience.

 

EXPERIENCE:

  • 3-5 years of relevant work experience in a related field.

 

OTHER SKILLS AND ASSETS:

  • Knowledge of municipal planning, particularly for urban and suburban environments with a strong arts and culture lens.
  • Familiarity with government (Federal, Provincial, Municipal) and relevant legislation (i.e. Ontario Planning Act).
  • Ability to work across departments and engage with staff from a variety of disciplines (i.e. Cultural Services, Building Design and Construction, Capital Works, Development Services and Design, Integrated City Planning, Downtown Revitalization, Tourism, Events, Economic Development, Parks, Recreation, etc.)
  • Ability to gather, organize, manage, interpret and analyze data sets.
  • Ability to occasionally attend site visits, community engagement sessions after standard work hours, conferences, meetings with external parties as required.
  • Advanced communications skills (written and oral) with ability to communicate effectively with a variety of stakeholders
  • Strong project management skills, with proven experience delivering complex planning and policy initiatives.
  • Experience planning and facilitating community engagement processes (i.e. open houses, workshops, virtual engagement platforms).
  • High level of initiative, working independently and as part of a team.
