AREA OF RESPONSIBILITY:
Reporting to the Supervisor, Central Operations or Project Manager, the Project Coordinator, Parks is responsible for project management responsibilities related to the coordination and delivery of capital projects including operational State of Good Repair (SOGR) work performed by miscellaneous construction contractor(s). The Project Coordinator, Parks will manage projects from design to implementation, for City-owned park assets to ensure assigned projects are completed on time, within budget and to the standards required by legislation and the City’s established internal project management standards, policies and practices. Assists in the preparation of project charters, project business cases, plans and schedules, provides expertise, consultation, and analysis. This role will be involved in confidential projects with access to privileged information.
- PROJECT COORDINATION
- Coordinate and oversee the delivery of parks constriction and enhancement projects of City Parks assets as assigned from start to finish, including concept, design, cost estimating, tender, construction and commissioning.,.
- Coordinate execution of project plans and projects for the construction, inspection, repair, and maintenance to ensure minimal impact to client programs and engage stakeholders through all phases of the project.
- Create Project Charters that outlines the schedule (including critical path) and associated tasks, action items, operational priorities, risk, mitigation strategies and deliverables.
- Coordinate the work of service and construction contractors as it relates to existing Life Cycle Replacements and State of Good Repair (SOGR)
- Identify and recommends project options with short/medium/long term implementation periods.
- Assist development of, coordinate, and negotiate requirements for interagency operating and service protocols and joint agreements.
- Research and prepare recommendations related to strategic policy, practices, operational and maintenance protocols, and briefing notes, as appropriate.
- Participate in the preparation of business and technical requirements and specifications, and prepare procurement documents (RFQs, RFPs, etc.).
- Delegate certain aspects of project coordination and contract administration to staff within the Parks Capital Delivery team (project charters, SOGR Planning/Forecasting, EMPO Reporting, preparation of drawing/specifications).
- Support and lead internal and external working groups, setting agendas, documenting processes and reporting findings and conclusions.
- CUSTOMER SERVICE
- Function as a subject matter expert in the support, planning, delivery, and execution of broader municipal, regional and provincial projects.
- Provide guidance, support and feedback to the city programs, portfolios, divisions, and departments related to the planning and delivery of projects.
- Build and maintain a relationship with cross-functional departments, team, management and Members of Council to support coordination and ensure a understanding project scope and operational needs.
- Develop a strong working relationship with key internal and external stakeholders and customers and professionally represents the city on external committees and working groups.
- Organize and direct effective project team for the successful delivery of strategic capital projects. Escalate complex issues to appropriate level for resolution.
- COMMUNICATION AND REPORTING
- Conduct on-site inspections to ensure compliance with construction contract documents.
- Review and verify progress payments for submission and approval by the supervisor or project manager.
- Prepare and submit site reports, project status updates, meeting minutes, project schedule and budget status
- Prepare (and deliver) presentations, reports, and ad hoc information requests that include measurement of progress against set goals and objectives to project stakeholders and senior management as required.
- Prepare and manage communication and stakeholder engagement plans related to allied projects to ensure timely communication with identified stakeholders as required.
- Achieves operational objectives by contributing information and recommendations to strategic plans and performance related process mapping and efficiency reviews.
- Prepares and completes action, project updates/analysis, and provides recommendations on project action items.
- Provide leadership and guidance to project teams including union staff, consultants and contractors.
- CORPORATE CONTRIBUTION
- Conduct research using internal and external resources to gain insight of market trends, current programs, processes, and practices to support management and recommend ways to improve business processes.
- Maintain knowledge of applicable collective agreements, City policies and practices, legislation, safety and operating regulations and Standard Operating Procedures (SOPs) and Codes of Practice (COP).
- Maintain filing system per corporate standards for all project plans, specifications, schedules, budget and correspondence.
- CONTRACT ADMINISTRATION
- Develop projects according to the Project Management Institute (PMI) and the divisional project management methodology
- Working knowledge of various forms of contracts including CCDC2 (Canadian Construction Documents Committee) and OAA Document 600 (Ontario Association of Architects)
- Experience using various project delivery methods such as CCDC-5B Construction Management and/or Design Build is considered an asset
- Work with internal clients to accurately define and plan the scope of work to be completed
- Coordinate the gathering of program information for the preparation of drawings and specifications
- Obtain relevant information from other departments or authorities having jurisdiction
- Review, approve and track change orders and progress payments initiated by consultants and contractors
- Use of effective resource and expense management always to meet departmental and corporate policies and guidelines.
SELECTION CRITERIA:
EDUCATION:
- Post-secondary degree or diploma in Engineering, Architecture, Construction or equivalent in related field.
EXPERIENCE:
- Minimum 3 years proven project management experience, in a mid-size and/or large complex organization, in all core areas of responsibility including contract administration, construction methods and inspection, reading and interpreting construction drawings, mechanical, electrical, structural and civil trades terminology
- Experience in public sector and/or unionized environments would be considered assets.
OTHER SKILLS AND ASSETS:
- Working knowledge of relevant legislation including, but not limited to the Ontario Building Code, Fire Code, Occupational Health & Safety Act and the Construction Act.
- Proven project management experience; able to direct the work of others
- Exceptional communication skills both written and oral (English).
- Advanced computer skills in, Word, Excel and Power Point
- Project management skills with an ability to handle multiple priorities.
- Excellent communication skills both oral and written.
- Proven ability to adhere to and work within constrained and often tight project deadlines.
- Outstanding people skills with an ability to deal effectively with multiple stakeholders and demonstrated sound conflict resolution skills.

- Ability to travel to various work locations across the city.
DESIGNATIONS, LICENCES & MEMBERSHIPS:
- Valid, non-probationary, Ontario Class G Driver’s Licence
- Professional designation and membership such as OAA, P.Eng., PMP or a member in M.A.T.T.O., Project Management Institute or other recognized technical association would be considered an asset
