AREA OF RESPONSIBILITY:

The Senior Manager leads a customer-focused team dedicated to enhancing and optimizing enterprise applications and automation services. This role is accountable for the strategic oversight, planning, development, and implementation of both enterprise and departmental applications, with a focus on streamlining business processes through automation, efficiency, and technology integration. The Senior Manager also ensures the successful execution of major digital IT projects and the implementation of application solutions that drive business value.

 

As part of the Information Technology leadership team, this role participates in strategic planning at both the IT divisional level and provides expertise to inform broader City-wide IT strategies through the CIO. The Senior Manager collaborates closely with cross-functional teams to develop and deploy automation solutions and application enhancements that align with the City's objectives, ensuring the delivery of innovative and user-centric services.

 

KEY ACCOUNTABILITIES

  1. Strategic and operational planning, monitoring and mitigation
  • Define the digital service strategy and apply a strategic lens to prioritize the roadmap, incorporating feedback from across the organization.
  • Apply a rigorous prioritization process to align on the highest value initiatives to drive the overall goals through digital transformation
  • Build and execute upon a digital platform insight strategy, to help drive the prioritization of the digital service strategy.
  • Direct and manage activities to ensure effective delivery of technical solutions such as project and program management, solution design, technical planning, development, testing and ongoing support of broad-scope systems, with assurance that all enterprise systems are integrated and can be shared among users.
  • Ensure successful development, implementation and integration of the solutions into the client environment.
  • Lead planning activities by providing input into strategic plans, developing section plans, identifying priorities and scope of activities for section operations, designing/modifying work structures to meet needs, and researching and planning high-level operational efficiencies.
  • Participate in development of long-term strategies for improvements, proactively identifying strategies and initiatives which will enhance service, decrease costs, and/or resolve potential problems, as well as identifying technical opportunities to improve processes, procedures, delivery, maintainability and usability.
  • Contribute towards the development of Applications and Automation Services standards, policies, practices and methodologies, and monitor compliance with corporate policies
  • Lead change through facilitation and decision making in complex and large scope initiatives, ensuring integration of change management activities such as communication and training into plans. 
  1. People Leadership
  • Responsible for direct leadership of senior staff within the section including formal performance management and on-going mentoring / coaching.
  • Accountable for ensuring effective front-line people management by other leaders.
  • Ensure division staff members follow overall Applications and Automation Services strategies and standard methods/approaches for architecture and design, project management, system development and delivery, purchasing, security, service management, etc.
  • Ensure continuous leadership development for self and other leaders in area, incorporating learning into daily management activities.
  • Promote staff engagement by fostering a positive and respectful work environment, ensuring employee relations issues are effectively addressed, and planning sections team-building activities
  • Ensure development of section staff, including highly specialized technical competencies as well as behavioural competencies, through orientation, training plans, strategies to enhance development and build bench strength and coaching.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vison/values/strategy; and, managing succession and development planning for the team.
  1. Stakeholder Relationship Management
  • For client partners, operate as the relationship manager, technical thought leader, consultant, and a point of contact into Digital Innovation & Information Technology.
  • Serves as the senior resource for managing clients / stakeholders. Role includes problem resolution; provision of technical expert advice; building consensus amongst diverse stakeholders; working with business leaders to identify opportunities and create solutions with a focus on strategic and operational issues and challenges.
  • Manage client/vendor relationships by initiating, developing and managing communication channels as well as capturing and disseminating complex technical and business information with clients, negotiating settlement of issues/complaints, and acting as key stakeholder for area of expertise.
  • Understand and communicate business implications of decisions, benefits, and challenges, and make recommendations.
  • Meet regularly with stakeholders (business clients, internal and external service providers, and division senior management) to review the services provided, to understand issues, and plan for future requirements
  • Partners with other leaders within the Division to ensure alignment and coordination of broader Applications and Automation Services for the organization. 
  1. Administrative Accountabilities
  • Participate in budgeting activities, such as contributing to project and program budgets, overseeing preparation of annual division budget, and managing expenditures within defined budgets; development of workforce planning (recruitment, training, performance management); on-going resource management.
  • Approves contracts and payments to external vendors.
  • Develops reports / presentations including project-specific; overall operations; and financial. Delivers presentations to staff as well as Council.
  • Ensures compliance with the legislation and policy, including Occupational Health and Safety.
  • Manage select governance boards and processes to ensure compliance and standardization of practice such as the IT Architecture Board.
  • Participates in meetings / committees; may serves in the capacity of Chair and/or subject matter expert.
  • Responsible for divisional administration including setting and tracking budget; development of workforce planning (recruitment, training, performance management); on-going resource management. 
  1. Innovation
  • As the senior leader within Applications and Automation Services , the role is required to identify opportunities, issues and threats and to bring best practice solutions to the City (working collaboratively with other IT leaders).
  • Is required to understand emerging technologies and industry innovations to advice and influence business leaders accordingly
  • Provide thought leadership and best practices to teams across the organization; ensure we are leveraging synergies and expertise.
  • Monitor and stay abreast of industry trends, platform changes, new products, etc. in this ever-evolving space.

SELECTION CRITERIA:

 

EDUCATION:

  • Post-secondary degree/diploma in Information Systems, Computer Science or business 

EXPERIENCE:

  • 5 years or more experience managing technical professionals or project teams –leading Solutions Delivery functions.
  • Expert level knowledge of Information Technology with specific detailed knowledge of Internet technologies, IT development life cycle methodologies and best practices (ITIL and COBIT preferred)
  • Experience serving end users in an environment (cloud, hybrid environments, network or LAN/WAN systems that the City has that this person must understand and work with)
  • Expert working knowledge of project management methodology and protocols, with experience in managing complex projects, with financial tracking and reporting. Experience in Digital project management and implementation with exposure to a variety of project management methodologies, e.g., Waterfall, Agile and Scrum 

OTHER SKILLS AND ASSETS:

  • As an organizational leader, this role requires a balance of technical expertise and senior level managerial skills including people management, financial planning and management; strategic and operational planning; stakeholder relationship management and communication skills (presentations, reporting, influencing/persuading and conflict resolution). Broad understanding of business operations, strategies, and processes to guide the design, development and implementation of technology solutions that support business objectives.
  • Knowledge requirements are most often at the strategic and conceptual level requiring future state scenario planning, modelling and analytics to identify opportunities and risks over a three to five year timeline
  • Functional technical knowledge includes broad information technology systems, applications and operations. The role requires an understanding of all business areas across the City as well as the overall operating context (policy, politics, stakeholders, etc.) of municipal government.
  • The role must also have a knowledge of broader trends both within the City of Brampton and across the Province including demographics, economics and social issues, all of which provide context for IT solutioning.
  • Expertise in multiple technology disciplines.
  • Ability to implement best practice processes.
  • Strong knowledge of service management and delivery.
  • Senior management skills/knowledge required for analysis, coaching, mentoring, staff direction, planning and service development. Experience in developing and leading high functioning teams.
  • Highly developed level of creative skills and resourcefulness to manage the IT function.
  • Must apply advanced critical thinking and decision-making skills to determine best strategic approach, to develop and maintain budget controls and be results orientated.
  • High degree of professionalism with excellent communications, relationship management, networking, influence and negotiation abilities.
  • Solid experience guiding or managing user research and usability testing.
  • Working knowledge of Municipal Government an asset
  • Proficient presentation and communication skills, both written and verbal.
