HIRING SALARY RANGE:  $111,485.00 - $125,421.00 per annum

MAXIMUM OF SALARY RANGE:  $139,356.00 per annum

AREA OF RESPONSIBILITY:

Reporting to the Manager, Environmental Compliance, this position is responsible for effective and efficient environmental planning, permitting, execution and environmental inspection as it applies to excess soil related project and program work associated with  construction of new facilities, state of good repair projects, infrastructure projects and site alterations. The Senior Advisor, Environmental Compliance will also provide advice and commentary on issues related to regulatory processes and environmental mitigation as it applies to soils management

Key Duties and Responsibilities:

  1. Project Management: Provide project management services for projects related to excess soil, site alterations and other similar projects related to compliance with EPA regulations on soil and groundwater and other aspects of environmental compliance, as required. Provide expertise and technical/professional knowledge to advise other professionals in the delivery of projects. Prepare and evaluate procurement documents and consultant proposals and make recommendations for Council approval. Work collaboratively with other departments, committees and various advisory groups.  Ensure a positive working relationship with clients, area municipalities and other Government bodies to support optimal project outcomes
  2. Project human resource leadership: Provide direction, advice and guidance to staff, external consultants and contractors.  Identify tasks and assign responsibilities to support project delivery. Have overall responsibility for schedules and project budget, track progress, provide day-to-day guidance for decision-making. Ensure the effective and efficient resolution of issues
  3. Financial accountability: Establish preliminary and final budgets for projects, and monitor project expenditures.. Coordinate the procurement process with Purchasing, Legal and project stakeholders.  Ensure project delivery within the agreed budget and schedule
  4. Reporting: Effectively coordinate all project documentation, including all correspondence from engineers, inspectors, contractors and sub-contractors. Prepare detailed and timely status and progress reports on projects, attend meetings to present reports as required, i.e. Council, Committee meetings, various advisory and steering committees meetings
  5. Advises and recommends: Use own personal expertise and technical/professional knowledge to compose or interpret technical reports, provide recommendations and direction to other professionals in the delivery of multi-disciplinary projects. Accountable for the Large Scale Site Alteration Permitting including the review of excess soil planning reports, soil management plans, slope stability and erosion control plans, permit applications  and related documents. Be involved in the public information/consultation process for site alteration permitting, as required. Evaluate tender documents, engineering reports and consultant proposals and makes recommendations for Council approval. Work collaboratively with other departments, committees and various advisory groups.  Provide advice, guidance and technical assistance as requested throughout the organization

 

 

SELECTION CRITERIA:

 

 

EDUCATION:

  • University degree in Civil Engineering, Enviromental Engineering or Environmental Sciences or related discipline.
  • Professional Engineer (P.Eng) licence from the Professional Engineers of Ontario or Professional Geoscientist (P. Geo) licence from the Professional Geoscientists of Ontario.
  • QPESA under Ontario Regulation 153/04.

 

EXPERIENCE:

  • Minimum 7 years of relevant experience.

 

OTHER SKILLS AND ASSETS:

  • Exceptional communication skills both written and oral (English)
  • Outstanding interpersonal skills with an ability to deal effectively with multiple stakeholders; demonstrated sound conflict resolution skills and ability to function within teams.
  • Knowledge and application of project management methodology, ability to handle multiple priorities and work with deadlines.
  • Knowledge of legislation, policies procedures and practices relevant to environmental due diligence and compliance in the areas of water, soil and air.
  • Membership in Project Management Institute (PMI) is an asset.
  • Computer proficiency with MS Office Suite (Word, Excel, PowerPoint)
  • A valid Ontario Driver’s License Class “G”
  • Must be able to wear personal protective equipment
