LOCATION: Onsite, you will report to the location of Civic Centre

SALARY GRADE:  4

HIRING SALARY RANGE:  $76,866.00 - $86,474.00 per annum

MAXIMUM OF SALARY RANGE:  $96,082.00 per annum

AREA OF RESPONSIBILITY:

Under the general supervision and direction of Security Services management, the Security Guard is responsible for carrying out security duties at various City owned and/or operated facilities, in order to protect life, City assets and facilities.  This position will enforce federal, provincial and municipal laws and by-laws, conduct investigations, collect evidence, testify in court, and participate in community outreach and public relations activities.

  1. SAFETY AND SECURITY
  • Monitors and patrols assigned areas of City owned and/or operated properties and the surrounding grounds through physical patrols and by monitoring various security systems.
  • Observes, investigates, and acts on possible breaches of security, criminal code offences, fire and safety hazards, illegal entry, theft, and malfunction or interruption of utilities, machinery or equipment.
  • Supports the enforcement of various By-Laws, Acts, City policies and procedures including the Trespass to Property Act and the City’s Good Behaviour Policy.
  • Responds to, resolves, and escalates as necessary, complex issues involving stressful situations and/or emotional persons.
  • Activates fire alarm and safety systems and assists in evacuation procedures; escorts designated authorities, police, fire and paramedic personnel to emergency locations.
  • Provides security for visiting dignitaries, protocol functions, demonstrations, labour disruptions, council meetings and special events.
  • Performs emergency First Aid services to the public and staff as necessary.
  • Escorts or physically removes offenders and trespassers from City owned/operated properties under the Trespass to Property Act of Ontario.
  • Responds to urgent and potentially volatile situations and takes appropriate action related to members of the public and City employees.
  • Exercises the Powers of Arrest and detention when required.
  • Required to act on behalf of the City in the event of a labour disruption including the crossing of any picket lines.
  • Understand and follow the City’s Standard Operating Procedures, building Fire Safety Plans and Emergency Response Plans.
  1. RELATIONSHIPS AND COMMUNICATION
  • Responds to public inquiries and represents the City of Brampton Security Services section by promoting security services that contribute positively to the results of the division and corporate vision.
  • Conducts security audits and assessments providing advice to enhance physical security.
  • Informs designated authorities in the event of security, fire or health emergencies.
  • Acts on behalf of the City for employee terminations.
  • Informs and warns violators of rule infractions, such as loitering, smoking, or carrying forbidden articles.
  • Assists staff and visitors with customer service & security related initiatives in a professional & approachable manner.
  • Initiates, builds and maintains effective working relationships with internal and external stakeholders including, but not limited to Enforcement and By-Law Services, Recreation, Transit, Brampton Library, Downtown Brampton Business Improvement Association, Region of Peel Outreach, Peel Regional Police.
  • Liaise with law enforcement and other emergency services personnel (i.e. Peel Regional Police, Brampton Fire and Emergency Services, Peel Regional Paramedic Services etc) when dealing with routine and emergency situations.
  • Acts as an ambassador of the City by providing customer service and responding to public inquiries.
  1. CONFLICT RESOLUTION
  • Investigates complaints and property related incidents.
  • Participates and provides information related to employee investigations.
  • Identifies areas requiring updates or improvements relating to policies, procedures and directives.
  • Identifies critical issues quickly and accurately while implementing established SOP solutions.
  • Proactive in assessing competing priorities and negotiating a resolution acceptable to everyone involved.
  • Responds as required to all security, safety, and/or emergency situations.
  • Identifies and solves employee problems, manages conflict, responds to grievances in line with SOP.
  1. ADMINISTRATION
  • Displays administrative and organizational skills, with the ability to prioritize and complete work within prescribed deadlines.
  • Receives and records complaints, conducts investigations and testifies at court proceedings as required.
  • Prepares notes and incident reports relating to unusual occurrences, detailing observations and actions taken.
  • Utilizes software to complete electronic patrol tours.
  • Completes various forms, logs, and work orders as required.
  • Issues City identification and/or keys to employees, contractors and guests.
  • Efficiently uses computers and has experience using Microsoft Office related software, incident reporting software, access control software and CCTV investigation software.

 

SELECTION CRITERIA:

 

EDUCATION:

  • Graduate of a recognized community college Diploma program in Law Enforcement and Security, or related field; and/or equivalent combination of education, training and experience. 

 

REQUIRED EXPERIENCE:

  • Minimum three (3) years’ full-time security experience in a government, commercial or health care environment.

 

OTHER SKILLS AND ASSETS:

  • A valid Ontario Private Investigators License is a required. A Dual Licence would be considered an asset
  • Demonstrated knowledge and understanding of legislative policies such as the Criminal Code of Canada and Trespass to Property Act of Ontario.
  • Demonstrated knowledge and understanding of the Canadian Charter of Rights and Freedoms and its application in field of law enforcement.
  • Thorough understanding of legal authorities related to arrest, search and seizure.
  • Knowledge of proper investigation procedures to ensure that incidents are properly handled and documented.
  • Experienced and able to operate and monitor computerized security software including access control systems, CCTV Systems, intrusion alarm systems and duress response systems.
  • Demonstrated ability to prepare clear, concise and legible notebook entries and detailed security incident reports.
  • Physically and mentally able to fulfill the duties and requirements of the assigned work.
  • The ability to handle moderate to arduous physical exertion such as:
    • Operating a patrol vehicle (licensing documentation shall be provided with the resume);
    • Standing or walking for long periods in both indoor and outdoor conditions;
    • Climbing stairs and ladders;
    • Lifting and/or carrying objects of up to fifty (50) pounds;
    • Running for short distances;
  • Highly developed interpersonal and customer service skills including conflict resolution, problem solving, decision making and situational awareness.
  • Highly developed written and verbal communication skills with the ability to be confident, clear, respectful and sensitive.
  • Ability to work up to twelve (12) hour shift schedules in order to meet the operational needs of the branch.
  • Ability to work rotating shifts including days, evenings and nights (including weekends and statutory holidays).
