LOCATION:  Hybrid Model*– when working onsite, you will report to the location of Williams Parkway Operations Centre.

SALARY GRADE:  8

HIRING SALARY RANGE:  $125,264.00 - $140,922.00 per annum

MAXIMUM OF SALARY RANGE:  $ 156,580.00 per annum

AREA OF RESPONSIBILITY:

 

This role is responsible for leadership, management, planning and controlling of all activities within the Transportation Right of Way & Safety Groups supporting the Departmental Mission, Vision and Service Plan. The Manager, Transportation Right of Way & Safety, guides and defines strategies and frameworks that allow the municipality to make sound decisions about service delivery in the areas of Traffic Signals, Street lighting, Crossing Guards and Permits.

 

KEY RESPONSIBILITIES

  • PROGRAM MANAGEMENT
    • Defines the overall direction of the Group and the development of procedures and processes to meet departmental goals and objectives.
    • Applies technical knowledge to analyse requirements and defines high priority and critical issues.
    • Ensures quality assurance activities to monitor program effectiveness and supports continuous improvement.
    • Review and approve final plans and contract specifications.
  • STAFF MANAGEMENT
    • Manage, coach and provide guidance to promote effective employee relations, increase morale, encourage innovation, and promote productivity toward the successful accomplishment of the Service Plan goals and objectives.
    • Interview, recruit and hire staff to meet the Service Plan goals and objectives.
    • Undertake performance management process and annual review to monitor and establish staff goals and objectives through regular meetings to discuss individual performance.
  • CUSTOMER AND STAKEHOLDER RELATIONS
    • Provide guidance, advice, counselling as required to resolve escalated customer concerns through effective investigation, mediation and conflict resolution.
    • Represent the department at internal and external meetings with various groups.
    • Prepare and present staff reports to City Council and committees.
    • Provide documentation and evidence to support City representatives in addressing damage and/or liability claims against the Corporation and represent the division at legislative hearings, as required.
  • BUDGET MANAGEMENT
    • Prepare, and oversee the annual operating and capital budgets for various programs within the Group.
    • Negotiate with internal and external stakeholders and vendors while maintaining optimum cost-benefit relationships.
    • Use of effective resource and expense management at all times to meet corporate policies and guidelines.
  • TEAMWORK, COLABORATION AND COOPERATION
        • Lead and manage projects and program initiatives.
        • Ability to foster engagement and contribute to the building of consensus to achieve Service Plan goals and objectives.
        • Ability to work collaboratively within a team environment to achieve Service Plan goals and objectives while respecting diverse cultural backgrounds and perspectives.
        • Build and maintain effective relationships with the public, including developers, consultants, citizen groups, and regional/provincial officials
        • Demonstrate corporate values at all times.

 SELECTION CRITERIA:

  • Post-secondary degree or diploma in Engineering, Business Administration or equivalent industry experience with previous senior level municipal experience
  • 5 years experience preferably in both public or unionized environment is an asset
  • 3 years management experience; Ability to lead, coach, motivate and manage staff
  • Thorough knowledge of Municipal, Regional, Provincial and Federal Governments and applicable Legislations is an asset
  • Project Management experience and methodology is an asset
  • Solid Customer Service and People Management skills; Interface with internal and external key stakeholders, government agencies, vendors and consultants
  • Solid Negotiation skills to negotiate with key stakeholders, vendors and consultants to ensure optimal resources are in place to meet project and operational deliverables
  • Solid Organizational skills; Detail oriented, well organized and able to prioritize complex tasks with critical deadlines
  • Solid Analytical skills for complex problem solving
  • Computer proficiency in Microsoft office/software
