SALARY GRADE:  23

HIRING SALARY RANGE:  $139,158.00 - $156,553.00 per annum

MAXIMUM OF SALARY RANGE:  $173,947.00 per annum

AREA OF RESPONSIBILITY:

 

Reporting to the Deputy Fire Chief, Staff, this leader is responsible for the operational and administrative management duties to ensure the Department provides an ongoing professional liaison between Fire & Emergency Services and those outside the organization in the area of Fire & Life Safety Education.

 

Responsible for the Fire & Life Safety Education Division. The Division Chief, Fire & Life Safety Education shall be in charge of the members in the division and shall be responsible to the Fire Chief for the management, efficiency and discipline of the division and its members. Responsible to oversee and manage the Fire & Life Safety Education Centre and all Fire & Life Safety Education activities.

The Division Chief will champion BFES diversity and inclusion initiatives and be the capacity builder through fostering collaboration, teamwork and leading BFES in developing and building its diversity, equity and inclusion programs/strategies, services and outreach.  This position will work in partnership with various internal/external stakeholder groups to ensure diversity & inclusion strategies are embedded within the core processes as lead and/or participates on several advisory committees.

 

Public Education.  Under the definition of Fire & Life Safety Education, shall provide and oversee such activities as public Fire Safety and Prevention education and training; Media and Public Relations; distribution of Fire Prevention literature, special events, internal functions and other related duties as assigned by the Fire Chief.

 

Staff leadership. Provides coaching and guidance to motivate a unionized team of Fire & Life Safety Education Officers, a Coordinator and other support staff. Provides leadership and training in the area of Fire & Life Safety Education to all other members of the service.  Holds people accountable for delivery of their functional duties, reviews assignments and work schedules and conducts performance evaluations. Recruits new team members. Plans training & professional opportunities. Ensures HR and Fire Department policies and practices are implemented.

 

Fiscal responsibilities. Prepares, submits and monitors annual division budget. Responsible for all phases of purchasing assets and supplies; from tendering or quoting to shipping & receiving. Uses industry networks to learn about best practices in terms of service delivery, and keeps ongoing statistics related to Fire & Life Safety activities.  Prepares reports, presentations and communications as requested by the Fire Chief. May present to Council.

 

Leads special projects and community initiatives. Oversees the development and implementation of Fire & Life Safety education programs and educational materials.  Includes: pamphlets and literature, advertising, training, public speaking engagements and public information sessions, etc. Establish and maintain a sound Fire and Life Safety portfolio that delivers the appropriate educational content. Partners with various internal stakeholders (Association, BFES staff, Leaders etc.) 

 

Provides expertise and advice.  Represents Fire & Emergency Services on a variety of City and community based committees.  Stays current and well informed of all new developments in the fields of Fire Safety education and Fire Service activities.

 

Supports Suppression Division. Provides information, presentations and demonstrations as needed by the Suppression Division, to ensure that new and current staff is competent in the area of Fire & Life Safety public education. Actively seeks opportunities to conduct recruitment outreach and fire safety programming by partnering and collaborating with BFES employees through: training, informing and guidance

 

Performs additional similar and related duties as assigned

 

SELECTION CRITERIA:

 

EDUCATION: 

  • Grade 12 diploma and post-secondary fire/educational training accreditation, or comparable combined experience and equivalent formal training sufficient to fulfil job requirements

 

REQUIRED EXPERIENCE: 

  • 3 years of experience demonstrating exceptional presentation and public speaking skills for communication delivery to multiple audiences in various settings such as classroom, community events and other engagements

 

OTHER SKILLS AND ASSETS: 

  • NFPA 1035- Level 1 & 2 Public Fire & Life Educator is an asset
  • Management experience that includes leading others (preferably in a unionized environment) and administrative responsibilities, including budgeting would be preferred
  • Knowledge of Fire & Emergency Services operations
  • Ability to provide customer service in a public-sector, highly responsive environment
  • Project management expertise; business case writing an asset
  • Strong oral and written communication skills
  • Demonstrated ability to take initiative and lead initiatives
  • Knowledge and proficiency in Windows environment using Microsoft Office Suite
  • Excellent interpersonal skills with a strong emphasis on networking and outreach
  • Multilingual skills are an asset.

Mandatory Requirements

  • Valid Class “G” Drivers Licence.
