HIRING SALARY RANGE:  $111,485.00 - $125,421.00 per annum

MAXIMUM OF SALARY RANGE:  $139,356.00 per annum

AREA OF RESPONSIBILITY:

 

Reporting to the Commissioner, Legislative Services, this position is responsible for managing and providing leadership to the overall operations and staff in Automated Enforcement. Directs the operations and administrative activities of the Automated Enforcement Division to ensure compliance with the Ontario Highway Traffic Act, Provincial Offences Act and other related regulations and by-laws. Responsible for the management and administration of automated speed enforcement (ASE) and red-light camera (RLC) image processing. Accountable for the privacy and protection of personal information in alignment with corporate privacy policies. Establishes technical procedures and policies. Monitors legislative changes to the Ontario Highway Traffic Act, Provincial Offences Act, regulations and other applicable by-laws. Ensure compliance with Provincial (MTO & MAG) reporting and regulatory requirements. Provides emergency coverage for 24-hour operation. Participates actively on various teams and committees.

 

KEY RESPONSIBILITIES

 

OPERATION SUPPORT

 

  • Establishes technical standards, policies and procedures for automated enforcement officers to ensure compliance with the Highway Traffic Act, Provincial Offences Act, regulations and other applicable by-laws.
  • Monitors and interprets legislative changes to the Acts, regulations and other applicable by-laws and ensures changes are incorporated into automated enforcement procedures and processes
  • Provides technical guidance to team on enforcement processing, judicial, court, screening and hearing procedures
  • Develops and delivers training programs in alignment with Provincial Offence Officer designation requirements
  • Ensures compliance with the privacy and protection of personal information as per MAG, MTO and City approved privacy impact assessments
  • Works closely with Manager of Traffic Operations and Parking to review and ensure image quality, by-law compliance, proper regulated signage and image load balancing
  • Collaborates with Legal Services and Court Administration to ensure Automated Enforcement is managed and governed in line with corporate and legal obligations
  • Responsible for the implementation of administrative penalties for automated enforcement programs (i.e. ASE and red light camera) including associated administrative policies and procedures
  • Manages the planning, design, development and implementation of short and long-term projects for the Division. Plans, coordinates, schedules, and organizes project activities to meet objectives. Researches, gathers, organizes and summarizes data for special projects

 

PROGRAM DEVELOPMENT AND SUPPORT

 

  • Builds a strategic and comprehensive privacy program that defines, develops, maintains and implements policies and processes that enable consistent, effective privacy practices which minimize risk and ensure the confidentiality of protected personal information, paper and/or electronic, across all media types. Ensures privacy forms, policies, standards, and procedures are up-to-date and in compliance with MTO requirements
  • Works with Privacy Office to establish standard operating procedures related to privacy and protection of personal information
  • Develops and delivers privacy awareness training and oversees corporate education and training in support of a privacy awareness culture
  • Investigates and responds to alleged violations of privacy regulations, policies, and procedures, and recommends corrective actions; develops and manages systems for responding to such violations
  • Conduct Privacy Impact Assessments (PIAs) for any applications or software that may be used by staff

 

COMMUNICATION AND REPORTING

 

  • Manages, motivates and mentors staff cultivating innovation, creativity and build a highly effective team while delivering high standards of work quality and organizational performance
  • Builds and develops organizational capacity through inclusive, positive and values-based leadership in the areas of organizational design, recruitment, talent and performance management and labour relations matters
  • Responsible for overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines related to program
  • Provides direction and leadership to supervisors, including technical support and problem solving in obtaining the Division’s stated goals and objectives

 

CORPORATE CONTRIBUTION

 

  • Provides advice and recommendations to Council on automated enforcement matters
  • Ensures effective relationship management interacting with Council and all levels of management across commissions
  • Prepares reports for the Commissioner as required for consideration by Council; attends Council or committee meetings as required to provide support to the Commissioner
  • Actively participate in automated enforcement municipal working group to develop and incorporate best practices
  • Advocates for changes to regulations to improve automated enforcement programs

 

FINANCIAL ACCOUNTABILITY

 

  • Prepares annual Divisional budget submission and monitors and effectively manages the approved budget. Recommends service level adjustments and budget requirements in response to change in workloads
  • Manages contractual agreements and performance contracts with program vendors
  • Negotiates joint processing center contractual agreements to perform processing function for other municipalities. Issues monthly invoices for service as per agreement and cost sharing framework

 

          TEAMWORK AND CO-OPERATION

 

  • Ensures the effective allocation of resources by regularly assessing incoming cases, managing the work queues and monitoring staffing levels
  • Ensures compliance with the Ministry of the Attorney General (MAG) and Ministry of Transportation regulations and protocols related to automated enforcement and fulfills program reporting requirements
  • Leads and motivates the Automated Enforcement Division workforce, ensures effective teamwork, resolves controversial labour relations issues; ensures high standards of work and organizational performance
  • Works closely with the team to ensure investigations are thorough and produce robust decisions that will withstand scrutiny during judicial review
  • Develops short and long-term business plans and budgets aligned with corporate goals, through comprehensive research, benchmarking, analysis, monitoring and environmental scans

 

SELECTION CRITERIA:

 

EDUCATION:

  • Post-secondary degree or diploma in Law and Security, Police Foundations or Business Administration or equivalent education and experience

 

REQUIRED EXPERIENCE:

  • Minimum of five (5) years of experience in a municipal setting in a managerial/supervisory capacity in a unionized environment
  • Project management experience leading medium to large projects

 

OTHER SKILLS AND ASSETS:

  • Thorough knowledge of Municipal, Regional, Provincial and Federal Governments and applicable Legislation
  • Demonstrated knowledge and experience of access and privacy requirements and practices of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
  • Demonstrated knowledge and experience coordinating and preparing privacy impact assessments 
  • Ability to obtain Provincial Offence Officer designation
  • Ability to manage, guide and motivate staff
  • Demonstrated research and report writing skills
  • Demonstrated project management skills
  • Excellent communicator with good negotiation skills
  • Solid training skills, able to facilitate concepts in a clear and concise manner
