JOB TITLE:  Capital Works Inspector
DEPARTMENT:  Public Works & Engineering

HOURS OF WORK:  40 hour workweek / shift work / variable hours 
LOCATION:  Hybrid Model*– when working onsite, you will report to the location of Williams Parkway Operations Centre
SALARY GRADE:  13A
SALARY RANGE: 1ST STEP: $10,4707.20 per annum 
                           2ND STEP: $110,198.40 per annum
JOB RATE:          $115,960.00 per annum

AREA OF RESPONSIBILITY:
Reporting to the Senior Supervisor, Construction, manages, inspects and coordinates Capital Works construction projects and other contracts in the field to ensure that construction is in accordance with the contract documents and City standards.  Directs co-op students.
  • Manages and coordinates Capital Works construction projects and other contracts in the field. 
  • Conducts contract administration/inspection on the City staff administered construction projects as well as monitors/provides support for the consultant administered construction projects to ensure that the works are carried out in accordance with the contract documents and the City standards.
  • Operates city vehicle.
  • Inspects materials upon delivery to site to ensure they meet City standards and discards deficient materials as required. 
  • Determines field tests requirements and performs routine quality control testing of materials during construction.
  • Coordinates with material testing consultants and ensure that required testing is carried out and test results received in time to take required action as per contract.
  • Coordinates scheduling of survey crews for construction layout and quality assurance.
  • Prepares daily construction detailed reports; assimilates and maintains accurate records of the project; maintains detailed records to measure contractors’ progress for payment and prepares and/or verifies progress certificate; records working days and any incidents; issues instruction notices; monitor and approve records of extra work by contractors.
  • Conducts on-site and other project related meetings with contractors, consultants, utility companies etc. to co-ordinate work, resolve problems, etc.
  • Ensures safety of worksite: checks for adequate signage, traffic control, work procedures, safe access, etc.
  • Conducts end of construction and end of warranty periods deficiency inspections; notifies contractor of deficiencies and follows-up to ensure that all required repairs are made.
  • Investigates and addresses complaints from the general public, property owners or councillors; meets with complainants and recommends corrective actions, notifies appropriate agency/contractors, etc. of required repairs and follows-up to ensure that repairs are made on schedule.
  • Meets with Senior Construction Supervisor daily to update on work progress, submits inspection reports, receives assignments, etc.
  • Recognizes and resolves construction related problems in the field and notifies Senior Construction Supervisor of major problems.
  • Coordinates and liases with contractor and public utilities.
  • Conducts constructability reviews of design and contract documents; formulates tender documents including quantity take-offs from design drawings and prepares contract specifications portion of contract documents.   
  • Schedules, trains and evaluate co-op engineering students.
 
SELECTION CRITERIA: 
  • High School (Grade 12) graduation plus an additional program of over two and up to three years in Civil Engineering Technology or equivalent.
  • Over two (2) years, up to and including four (4) years of related experience.
  • Certified Engineering Technologist (CET) designation with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT). 
  • A valid, non-probationary Ontario Class G licence. 
  • Proficiency with MS Office applications.
  • Exceptional communication and interpersonal skills with an emphasis on customer service.
  • Ability to work independently or as part of a team.
**Various tests and/or exams may be administered as part of the selection criteria.
