LOCATION:  Hybrid Model*– when working onsite, you will report to the location of Fire HQ.

SALARY GRADE:  10

HIRING SALARY RANGE:  $157,607.00 - $177,308.00 per annum

MAXIMUM OF SALARY RANGE:  $197,009.00 per annum

AREA OF RESPONSIBILITY:

 

Reporting to the Fire Chief, this role is responsible to provide administrative, operational and functional leadership, directly responsible for one of three (3) functional areas; Including, Operations (Suppression) & Training, Support Services and Community Risk Reduction.

 

Strategic Leadership. Sets strategic direction along with the Fire Chief, and ensures professional standards for the functional areas under direction:

  • Apparatus & Maintenance

 Community Risk Reduction

  • Fire Prevention
  • Fire Life Safety
  • Emergency Management

Develops short and long-term plans to maintain service excellence and thoroughly prepare for future forecasted needs. Monitors financial, operational, technical and demographic factors and recommends the required departmental capital and operating resources. Operationalizes the Fire Master Plan through the effective management of resources and programs, setting policies and standards with respect to the functional area under direction. Ensures work of each functional team meets quality and efficiency standards, especially related to bylaws and legislation in accordance with the Office of the Fire Marshall and associated best practices. Formulates and implements effective City-wide strategies to ensure Corporate alignment. Oversees and approves budget planning and process.

 

Senior staff leadership. Leads a team of management professionals who are focussed on operational mandates pending the functional area. Coaches direct reports, and provides their performance evaluations and audit input. Prepares and monitors financial budgets and Fire Master Plans with input from direct reports.  Holds people accountable for delivery of their functional duties. Involved in recruiting and training & professional development decisions. Ensures departmental and Corporate policies and practices are implemented. Responsible for setting overall direction and vision; coaching and guiding senior managers; dealing with escalated performance management issues; and development of employees.

 

Provides professional advice and recommendations to the Fire Chief, and other functional area Deputy Fire Chiefs, including direct reports within respective areas.  Discusses issues proactively and as they arise. Reviews and approves equipment and service purchases. Conducts studies as required. Reviews and presents statistical and other reports prepared by direct reports. 

 

Stakeholder & Public Relations. Ensures participation and cooperation of key stakeholders by collaborating and interacting with business leaders, community leaders, private sector interests and the general public. Chair or co-chair committees as warranted. Makes presentations and participates in meetings, including Council committee meetings and public meetings. Acts as a point of reference for external media inquiries with regard to highly visible public programs and purchases or and/or emergencies or incidents, when circumstances warrant, involves Fire Chief.

 

Spokesperson and City representative. Represent the City at external events and in ways that support the goals and objectives. When required, acts as a spokesperson at specific business and social events, activities and functions, locally and internationally. Appear as a guest speaker at key forums promoting Brampton.

 

Reporting information. Provides information, explanations and justifications for recommendations and decisions. Coordinate with Fire Chief, the Chief Administrative Officer and Mayor and Council, the activities and agendas of various groups. Debrief and update the management of the Corporation regularly. Prepare and present reports and recommendations to these groups and Council as required. 

 

Participates as a member of the Senior Management Team. Provides input and expertise to strategic and business planning and budgeting exercises. Participates in the presentation of the yearly budget requests to the Budget Committee. Represents the Division on departmental/corporate committees and external committees with other levels of government and planning agencies. 

 

SELECTION CRITERIA:

 

EDUCATION: 

  • Degree/Diploma in Public Administration, Business Administration, Fire Services Administration or Graduate of the Ontario Fire College and/or a combination of education and work experience in a related field.

 REQUIRED EXPERIENCE: 

  • 10 years of progressively responsible experience in a fire service environment
  • Experience leading at a senior management level in a unionized fire department

 OTHER SKILLS AND ASSETS: 

  • Knowledge of modern, large-urban, firefighting techniques and methods; of emergency response techniques; of incident management system; of public safety theories and methods
  • Knowledge of applicable legislation (FPPA, Bylaws, industry best practices etc.)
  • Senior Officers’ program certification or a University degree an asset
  • Experience dealing with public and staff in a diverse community
  • Experience in budget preparation and monitoring
  • Project Management experience and methodology
  • Superior communication, report writing and oral presentation skills
  • Proficiency on computer software, i.e. Microsoft Office
