HIRING SALARY RANGE:  $111,485.00 - $125,421.00 per annum

MAXIMUM OF SALARY RANGE:  $139,356.00 per annum

AREA OF RESPONSIBILITY:

Under the direction of the Manager, the Supervisor, Parks Capital Delivery is a senior professional who supervises and oversees the professional staff responsible for Parks Capital Delivery.  The supervisor is responsible for capital project assignments, workload, and staff capacity management, as well establishing capital project forecasting and budgetary projections. As a senior professional, the Supervisor, Parks Capital Delivery may lead and participate in highly complex and sensitive capital projects.  This position is also responsible for ensuring corporate compliance with divisional and departmental policies as well as provincial and federal regulations.  Finally, the Supervisor, Parks Capital Delivery will provide leadership, guidance, and mentoring for professional technical staff in one or more areas of expertise such as landscape architecture, project management, parks planning as well as standards compliance.

 

KEY RESPONSIBILITIES

 

  1. PROGRAM MANAGEMENT & SECTIONAL OVERSIGHT
  • Supervises, directs, and oversees a team of professional staff responsible for Parks Capital Delivery.
  • Responsible for capital project delivery assignments as well as workload and staff capacity management. This includes both unionized professional staff as well as non-union project management staff assigned to the Parks Capital Delivery section.
  • Responsible for leading and participating in highly complex and/or sensitive capital projects that carry a high degree of risk, including financial, regulatory, and reputational damage to the City.
  • Contributes to the formation of corporate goals and objectives related to parks capital delivery.
  • Responsible for ensuring corporate compliance with divisional and departmental policies as well as provincial and federal regulations.
  • Provides strategic direction to the Parks Capital Delivery team on matters relating to project prioritization, workflow management, and policy management.
  • As a senior professional, provides sound technical advice and leadership to subordinate staff in one or more areas of expertise such as landscape architecture, project management, parks planning, and standards compliance.
  • Supports various committees, task forces, and working groups by organizing and attending meetings, writing reports, and responding to inquiries.
  • Conducts onsite field evaluations as required to aid in the delivery of parks capital projects.
  • Is responsible for the oversight of procuring external professional consultants and contractors. Is responsible to undertake procurement evaluations as well as assigning relevant professional staff to aid in procurement evaluations.
  • Provides leadership and guidance to sectional staff on complex technical tasks and must be able to resolve complicated and intricate problems using tact and discretion. Supports the manager in the establishment of critical project updates, budget updates, and administrative updates.

 

  1. PEOPLE LEADERSHIP
  • Provides leadership, direction, and guidance to both Non-Union (Project Managers) and Union Staff (Landscape Architects, Landscape Technologists).
  • Ensure distribution of assignments align with the qualification and experience of staff while maintaining and monitoring established service levels.
  • Foster a productive team environment by effectively addressing issues, supporting, and motivating staff including mentoring and training.
  • Monitor the Parks Capital Delivery section’s activities to ensure safety, quality, efficiency, and productivity.
  • Promote professional development and continuing education.
  • Review employee performance on a regular basis rewarding achievements and excellent work and taking progressive, corrective, or disciplinary action as required.
  • Analysing staff workload and reporting to divisional and department management on staffing requirements
  • Advising consultants and contractors on the City’s requirements related to parks capital projects.
  • Supervise the preparation and maintenance of the section’s guidelines, policies, procedures, and technical standards.
  • Oversee the development and maintenance of the construction cost database for the section.

 

OPERATION SUPPORT

  • Establishing project requirements with client departments, acting as a team leader on the project teams.
  • Supervising the preparation of project charters, governance models, master plans, design concepts, facility fit plans, and other documentation bv both non-union and unionized professional staff.
  • Overseeing and providing supervision on the section’s review of consultant’s background and due diligence studies.
  • Supervising the preparation of proposals for Annual Capital Budget
  • Supervising the preparation of RFP’s (requests for proposals) and hiring of consultants to undertake detailed preparation of design, contract tender documents and construction supervision, and the processing of project revisions and payments to the consultants and contractors.
  • Supervising the preparation of RFPs and RFQs for Blanket Purchase Orders with consultants, contractors, and suppliers.
  • Supervising and frequently taking lead in project liaison with Council, the public and external agencies

 

  1. CUSTOMER SERVICE
  • Provides professional expertise to a variety of internal and external stakeholders.
  • Maintain a positive corporate image by ensuring prompt, accurate responses to numerous internal and external inquiries.
  • Provide documentation and evidence to support the City’s risk management, insurance and legal representatives in addressing damage or liability claims against the Corporation.
  • Preparing and delivering responses on politically sensitive matters to Councillors and the public
  • Supervising the preparation of the section’s presentations and project status reports.

 

RELATIONSHIP MANAGEMENT

  • Establish effective partnerships with various stakeholders including members of Council, other City Divisions, the Region of Peel, Provincial Ministries, professional consultants, special interest groups, residents, businesses, and property owners.
  • Build and foster strong working relationships with divisional, departmental, inter-departmental and external partners, including elected officials, private, public and external agencies in the delivery of parks capital projects.
  • Develop and implement a comprehensive approach to public engagement for parks capital delivery initiatives.
  • Partner with other leaders in the corporation to ensure collaboration and alignment of initiatives.
  • Supervise the engagement and management of consultants and contractors by staff as required.
  • Resolves conflicts resulting from divisional and departmental activities.

 

  1. COMMUNICATION
  • Effectively communicate with different levels within the organization including unionized staff, non-union staff, senior leadership, and Council.
  • Supervise the development of complex technical reports by subordinate staff as may be required as a component of major parks projects.
  • Managing and providing advice to parks capital delivery section staff in the preparation of reports to Committees and Council.
  • Plan, manage, and attend public meetings representing the City and providing consultative services to the public, elected officials, and special interest groups.
  • Oversee and guide the section’s communication strategies, policies and positions on complex and sensitive topics with both internal and external stakeholders.

 

  1. CORPORATE CONTRIBUTION
  • Provides oversight and direction on policies and standards related to landscape architecture, project management, and parks capital delivery.
  • Provides guidance to staff on the acts, regulations, policies, and standards of external agencies such as DFO, MNRF, MOEE, Region of Peel, CVC, TRCA, etc.
  • Implementing city strategic and guideline documents such as the Parks and Recreation Master Plan.

 

  1. BUDGET MANAGEMENT
  • Manage the section’s annual and long-range operating and capital budgets.
  • Ensure good asset management practices are followed by the section.
  • Ensure section adherence to all corporate policies and procedures.
  • Supervise effective resource and expense management to meet corporate policies and guidelines.

 

  1. TEAMWORK AND COOPERATION
  • Promote teamwork and collaboration within the parks capital delivery section as well as across the departments of the organization.
  • Provide leadership, guidance, and support to other staff within the parks capital delivery section on major capital projects managed by the position.
  • Leading the parks capital delivery section in various internal and external committees and meetings
  • Will be required to supervise, lead and train non-union and unionized professional staff on the section’s policies, procedures, and processes.
  • Organizes and conducts consultation and co-ordinates input on specific landscape architectural related issues from other divisions, agencies and levels of government, members of Council, landowners, and community groups.
  • Provide recommendations to the Manager on the technical review and strategic delivery of politically sensitive parks capital projects and major initiatives related to the parks capital delivery section.

 

SELECTION CRITERIA:

 

EDUCATION:

  • Demonstrated knowledge and skill associated with the completion of a 4-year university degree in Landscape Architecture, Parks Planning, or Environmental Planning and be a registered full member of the Ontario Association of Landscape Architects (OALA) and Canadian Society of Landscape Architects (CSLA).
  • Project Management Professional (PMP) designation considered an asset.

 

REQUIRED EXPERIENCE:

  • A minimum of eight (8) years of relevant, practical experience in landscape architecture successfully delivering large, complex, multi-disciplinary parks, trails, and open space capital projects.
  • 3 to 5 years supervisory experience in a related field.
  • Municipal public sector experience within a unionized environment is considered an asset.

 

OTHER SKILLS AND ASSETS:

  • Established skills and experience using the following software applications: Microsoft Office including Word, Excel, Outlook, PowerPoint, Access, Microsoft Project, and Adobe Acrobat Professional.
  • Demonstrated ability in using DWG viewing software or a basic understanding of AutoCAD 2019 or later.
  • Strong working knowledge of project management principles, multi stakeholder communications plans, procurement, project scheduling, project budgetary management, and risk management.
  • Strong demonstrated ability in formulating written technical and financial reports.
  • Highly developed interpersonal skills with the ability to communicate effectively, both orally and in writing, with staff, elected officials, external agencies, and the general public.
  • Experienced with strong working knowledge of applicable planning and environmental legislation in Ontario, such as, Site Plan Approval, floodplain and hazard regulations, Endangered Species Act, Fisheries Act, Ontario Public Lands Act, and Ministry of Environment Conservation and Parks soil and groundwater quality regulations.
  • Possession and maintenance of a valid unrestricted Class ‘G’ Ontario Drivers License.
  • Has ongoing flexibility to attend to matters outside normal working hours, such as evening/weekend work as required to accommodate stakeholder schedules, facilitate community engagement, and promote relationship building.
  • Will be required to work outside in diverse weather and site conditions to supervise and facilitate major capital construction projects.
