LOCATION:  Hybrid Model*– when working onsite, you will report to the location of City Hall

SALARY GRADE:  10

SALARY RANGE:           1ST STEP:     $80,717.00 per annum

                                      2ND STEP:    $84,975.80 per annum

                                      JOB RATE:  $89,434.80 per annum

AREA OF RESPONSIBILITY:

Reporting to the Supervisor, Parks Planning, provides comments on Official Plan, Secondary Plan, Block Plan, Draft Plan, Zoning by-law amendments and other development team circulations; reviews associated studies and reports and provides comments in accordance with park planning and design objectives; provides research relating to guidelines and policies for implementation of design objectives for parkland and open space.

  • Responsible for the provision of professional planning inputs on Official Plan, environmental and sub-watershed studies, Secondary Plan, Block Plan and other land use planning-related documents with respect to the provision of parks and recreational facility planning requirements.
  • Calculates, provides input into subdivision agreement and tracks parkland dedication requirements for plans of subdivision, in accordance with the Parkland Dedication By-law.
  • Contributes to and /or undertakes special studies and policies, including research, preparation of reports and presentations to committees with respect to the planning, design and development of parks, open space and associated recreational facilities.
  • Contributes to the long-range planning of parkland and maintenance of parkland inventory database and parkland acquisition forecast.
  • Contributes to the annual Capital Budget and forecast through the identification of items for funding consideration.
  • Prepares analysis on parkland inventories and forecasts in support of parkland assembly strategies.
  • Contributes to Development Charges reviews, etc., as required, through the provision and verification of inventory and forecast data.
  • Responds to enquiries from the general public, elected officials, developers, consultants and external agencies regarding projects, policies and programs related to parks planning and development matters.
  • Liaises with other divisions, departments and external agencies to provide and exchange information concerning parks and facility planning matters.
  • Attends off-site meetings (e.g. site walks, top-of-bank stakings, public meetings, etc.) as required, and on behalf of the section and division, to ensure that matters pertaining to the delivery of parks and recreational facility planning is duly considered.     
  • Provides expert witness testimony, as required, on behalf of the City regarding the development and delivery of parkland and open space.
  • Performs additional similar and related duties as assigned.

 

SELECTION CRITERIA:

  • High School (Grade 12) graduation plus an additional program of three to four years in Urban and Regional Planning or equivalent.
  • Over two (2) years, up to and including four (4) years of experience performing plan and development application reviews.
  • Full member of the Canadian Institute of Planners (CIP)/ Ontario Professional Planners Institute (OPPI) or eligibility towards full membership.
  • Demonstrated knowledge of Microsoft Office Suite applications.
  • Demonstrated proficiency in oral and written communication skills.
  • Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
  • Ability to work independently or as part of a team.
