HOURS OF WORK:  35-hour workweek  

LOCATION:  Hybrid Model*– when working onsite, you will report to the location of City Hall.

SALARY GRADE:  8

HIRING SALARY RANGE:  $125,264.00 - $140,922.00 per annum

MAXIMUM OF SALARY RANGE:  $156,580.00 per annum

AREA OF RESPONSIBILITY:

Reporting to the Senior Manager of Environment Engineering & Planning, this role is responsible for managing staff and providing administrative and technical support for  all  storm water programs, including stormwater charge, capital programs, monitoring infrastructure inspection and restoration.   Responsible for helping the Division define strategies and frameworks that allow the City to make sound decisions about stormwater programs, services and  municipal asset management that can better integrate the economy, environment and community.

 

KEY RESPONSIBILITIES

 

  1. PROGRAM MANAGEMENT
  • Assesses resources and participates in organizational design for the Section’s growing needs.
  • Works closely with the Senior Manager in the preparation of the annual service plan and makes recommendations to ensure the efficacy of environmental policies and standards and asset management goals are achieved and aligned with the service plans.
  • Supports continuous improvement attitudes within the division/business unit.
  • Works closely with the Senior Manager on development and implementation of stormwater programs, strategies, plans, procedures, and processes.
  • Develops effective and innovative program delivery methodologies to meet municipal program service requirements through the development of asset management plans, processes and projects.
  • Continuously manage and ensure the integrity of stormwater charge account.
  • Review and approve engineering submissions for stormwater charge credits, technical exemptions and subsidies.
  • Liaise with internal departments, the public, external agencies and businesses as a subject matter expert on Brampton’s stormwater charge. 
  1. PEOPLE LEADERSHIP
  • Manages staff, including recruitment, selection, hiring, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action in accordance with the collective agreements, municipal policies and practices.
  • Coordinates the work of outside consultants and external resources.
  • Interfaces with the regulatory agencies and communicates compliance requirements to internal stakeholders.
  • Trains personnel on specific environmental and asset management requirements and ensures standards and performance measures are achieved.
  • Mentors and leads team on how to effectively manage projects and assesses staff performance and development needs.
  1. CUSTOMER SERVICE
  • Develops customer service strategies and oversees the Section’s administration of stormwater charge appeals, adjustments, credits and subsidies, and prepares responses to the Council Offices, agencies and public inquiries.
  • Liaises with businesses, residents, developers, builders, consultants, agencies and stakeholder groups related to stormwater programs, services and assets. 
  1. RELATIONSHIP MANAGEMENT
  • Develops long-term strategies for the delivery of stormwater technical, operational and capital programs and services in partnership with Conservation Authorities and provides input to the negotiations and preparation of joint activity agreements.
  • Build and foster strong, working relationships with divisional, departmental, inter-departmental and external partners, including elected officials, private, public and external agencies (e.g. businesses, residents, developers, school boards, conservation authorities, stakeholder groups and neighbouring municipalities) in the delivery of flood mitigation, risk management, sustainability and climate change objectives.
  • Develop and implement a comprehensive approach to public engagement for flood risk management, stormwater programs and services, flood mitigation initiatives, sustainable communities, and environmental management.
  • Partner with other leaders in the corporation to ensure collaboration and alignment of initiatives. 
  1. COMMUNICATION
  • Liaise with internal staff, external agencies, members of Council, landowners and consultants and the public as related to stormwater programs, services, projects and assets.
  • Attends public meetings and provides subject matter expertise on stormwater programs, services and assets to the public, elected officials and outside agencies.
  • Prepares reports regarding stormwater programs and services to Committee and/or Council and represents the Department at Committee and/or Council as required. 
  1. CORPORATE CONTRIBUTION
  • Reviews new legislation, trends and requirements that may impact stormwater infrastructure, programs and services and develop the required strategy, tactics, and programs (in conjunction with other departments) to implement new approaches.
  • Manages the preparation of Request for Proposals for consulting and contracting services related to stormwater technical, operational and capital programs such as hydrometrics and state of infrastructure.
  • Supports the Long-term Financial Plan through effective administration of the stormwater charge program. 
  1. BUDGET MANAGEMENT
  • Manages the planning, preparation of the operating and capital budgets and reviews ongoing expenditures.
  • Ensures all projects are regularly and accurately updated for cost control purposes.
  • Ensures all projects are completed on time and within budget.
  • Oversees the preparation of all policies and procedures relating to project specific initiatives. 
  1. TEAMWORK AND COOPERATION
  • Fosters engagement, debate and consensus building to achieve strategic deliverables with internal and external stakeholders.
  • Leads and manages program and project initiatives.
  • Demonstrates corporate values at all times. 

SELECTION CRITERIA:

 

EDUCATION:

  • Degree in Civil or Environmental Engineering or related discipline.
  • Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers of Ontario.

 

REQUIRED EXPERIENCE:

  • Minimum of ten (10) years progressive experience (inclusive of E.I.T. experience) in the engineering, planning and design for stormwater management, and including program/human resource management.
  • Extensive experience in Project Management and Process Management.

 

OTHER SKILLS AND ASSETS:

  • Knowledge of asset management principles and practices.
  • Knowledge of Province of Ontario statutes, regulations and guidelines including those under the Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Infrastructure for Jobs and Prosperity Act.
  • Demonstrated ability to incorporate core competencies including customer service, communication, teamwork, self-management,  accountability, and flexibility/adaptability.
  • Ability to negotiate/facilitate and present information to varied audiences.
  • Valid Ontario Class “G” drivers license and reliable vehicle to use on corporate business.
  • Working knowledge of ArcGIS would be an asset
