JOB TITLE:  Project Manager, Capital Works

LOCATION:  Hybrid Model*– when working onsite, you will report to the location of Williams Parkway Operations Centre
SALARY GRADE:  6
HIRING SALARY RANGE:  $97,593.00 - $109,792.00 per annum 
MAXIMUM OF SALARY RANGE:  $121,991.00 per annum

AREA OF RESPONSIBILITY:
Reports to Senior Project Engineer for a variety of engineering and project management assignments related to or in association with capital project engineering including leading the City’s technical staff as well as consultants in environmental assessments, detailed design, survey, and construction contract administration.
 
Provides advice, guidance and technical leadership to support city and consultant’s designers, surveyors, construction staff, landscape architects, maintenance or traffic staff and planning staff.  Provides professional engineering consultation. Provides co-ordination with internal and external stakeholder including engineering consultants and regulatory agencies. Ensures that designs meet City, engineering and legislative standards and protects public safety while projects progress effectively and efficiently.
  • Assists in the preparation of annual project budget by preparing cost estimates of projects including cost of engineering, environmental assessments, design, inspection, surveying, utility relocation, construction, and related costs.
  • Administers capital work projects by formulating designs, preparing schedules, guiding technical staff in the collection and analysis of engineering data.
  • Prepares Request for Proposal (RFP) for hiring of external consultant for engineering design of capital projects. 
  • Selects, manages and guides consulting engineers in the design of capital projects.
  • Conducts environmental assessments, requests for land acquisitions, and participates in negotiations.
  • Manages the design of Capital projects with internal staff and external consultants to ensure the design meets design standards, safety, economics, and environmental concerns.
  • Co-ordinates to secure all project approvals from external stakeholders.
  • Assists in the preparation of contract documents for tender calls, arranges the award of the contract, certifies contract payments and the satisfactory completion of project.
  • Liaises with utility companies/agencies - Alectra, Region of Peel, Consumers Gas, etc. regarding the relocation of utilities to accommodate new construction.
  • Ensures budget control and monitors project expenditures. Coordinates procurement process with Purchasing, Legal and project stakeholders. Analyses impacts of project deferrals, cost overruns, delays, and informs client groups.  Recommends measures to ensure the project requirements are addressed accordingly.
  • Provides design services for the Engineering Section and other City Departments including Parks, Facilities and Planning.
  • Liaises with other City Departments on projects and duties of joint interest and for specific input.
  • Advises and assists other Civil Engineers and Professionals on Municipal Engineering matters throughout the City.
SELECTION CRITERIA: 
 
EDUCATION:
  • Degree in Civil Engineering with a minimum of 5 years’ experience and Member of Professional Engineers of Ontario with experience in Municipal Engineering field; 
  • or Diploma in Civil Engineering Technology with 10 years of experience and Member of Ontario Association of Civil Engineering Technologists and Technicians in the Municipal Engineering field;
 
OTHER SKILLS AND ASSETS:
  • Must have knowledge of the Ontario Occupational Health, Safety Act and Regulations for Construction Projects, and Municipal Class Environmental Assessment.  
  • Must have training in engineering computer applications, word processing and spreadsheet applications.  
  • Training in project management is an asset.  
  • Excellent communication skills both oral and written.  
  • Ability to work with deadlines.  Report writing skills and excellent presentation and negotiations skills.     
  • Experience in Project Management software such as Primavera or MS Project will be an asset.
**Various tests and/or exams may be administered as part of the selection criteria.
