    Reporting to the Treasurer, the Manager, Corporate Asset Management is responsible for planning and leading corporate asset management initiatives for the City of Brampton in collaboration with other subject matter experts within each asset service category. Ensure asset management activities are consistent throughout the organization and aligned with the organizational strategic plan. This includes the development of a Corporate Asset Management Plan (CAMP), policies and procedures that will provide an overall priority rating across the various asset service categories for senior decisions makers. The CAMP will provide a transparent evidence based framework that will consolidate capital investment priorities for each asset service category into an overall Corporate wide plan for senior decision makers to make informed decisions during the annual capital budget deliberations. Further assist in developing asset management knowledge and capabilities across the organization.


    Have a functional understanding and application of all current and future relevant asset management legislation to ensure Corporate compliance e.g. includes but not limited to: Bill 6 An Act to enact the Infrastructure for Jobs and Prosperity Act 2015; and Ontario Regulation 588/17, Infrastructure for Jobs and Prosperity Act, 2015, Asset Management Planning for Municipal Infrastructure

    • Ongoing review of best practices and compliance of all legislative requirements related to asset management.
    • Collaborate with the subject matter experts within each asset service category to research, develop and implement a transparent, evidence based, best practices CAMP.
    • The CAMP will provide an overall priority rating system across all asset categories City wide and annual recommendations to senior decision makers to make informed decisions during capital budget deliberations.
    • Keep abreast of industry trends and alternative funding source opportunities.
    • Track the multi-year capital investment funding requirements from subject matter experts with asset management responsibility within each asset category.
    • Assist in the development and update annually a multi-year recommendation for the total Corporate funding level requirement that consolidates and harmonizes all the City owned asset categories. The annual funding level recommendation must address both the upcoming immediate capital investment requirements by asset category as well as demonstrate a multi-year plan to achieve a sustainable backlog strategy for each asset category.
    • Collaboration with other members of Finance on the tangible capital components linking the CAMP to the financial results.


    Develop options and recommendations for senior decision-makers to maintain the state of good repair of The City of Brampton’s infrastructure.

    • Liaise, coordinate and collaborate regularly with subject matter experts with asset management responsibilities by asset service category to identify long term level strategies and opportunities including but not limited to: asset service category portfolio rationalization of highest and best use; annual capital investment requirements by asset service category; sustainable capital investment levels; sustainable versus unsustainable capital backlog by asset service category.
    • Assist in the development of a corporate long term funding plan that addresses all asset category requirements; economic forecasts and other corporate environmental priorities.

    Jointly develop a CAMP with subject matter experts within each asset service category that will be used to guide senior decision makers on multi-year year capital plans.

    • Engage and consult all internal subject matter experts within each asset service category to understand their priority ranking with respect to risk management, engineering, infrastructure, operations and program services to undertake risk assessments.
    • Identify and establish relationships with all internal subject matter experts with asset responsibility.
    • Enhance organizational stewardship through building corporate awareness for the need of capital reinvestment to existing assets and what is sustainable and unsustainable backlog.


    Lead a team of highly skilled and specialized direct reports in the Corporate Asset Management Section consisting of Advisors and Specialists all of whom are dedicated to the ongoing implementation of the CAMP.

    • Manage direct reports to build strong and lasting partnerships with subject matter experts in each asset service category with asset responsibility.
    • Recruit, coach, motivate, train and evaluate direct reports while ensuring efficient and effective utilization of resources, recommends disciplinary action when necessary
    • Provide guidance on technical and human resource issues
    • Accountable for building, sustaining an engaged workforce, supporting/promoting succession planning within the Corporate Asset Management section and building trust and confidence within the team and throughout the department and City
    • Assist in developing asset management knowledge and capabilities across the organization.


    Take direction from the City Treasurer on management and investment approaches for asset management.

    • In conjunction with other members of Finance, present and recommend an overall annual funding priority across asset service categories that will maintain the service levels established and set by Council and subject matter experts within each asset service category




    • Completion of a University degree in a relevant Engineering field (e.g. Civil, Mechanical, Electrical) or Business Administration (or similar). Completion of an MBA is an asset.
    • P. Eng. (or a member in good standing eligible for) or CPA (CA, CMA, CGA).
    • A Diploma/Certificate in Asset Management, PMP or other relevant designations are considered an asset.
    • Minimum of 10 years of related experience in municipal infrastructure, including at least 5 years of supervisory experience and 5 years’ experience in capital planning and policy development.
    • Expert knowledge in the principles and application of asset management concepts and practices
    • Extensive understanding of municipal infrastructure, engineering, operations, municipal finance and risk management.
    • Highly effective interpersonal skills to develop highly effective partnerships with other areas and operating departments.
    • Excellent research skills using evidence informed decision making best practices, demonstrates sound judgment and decision making.
    • Excellent negotiation, facilitation and conflict resolution skills.
    • Excellent people management skills.
    • Excellent verbal and written communication skills.
    • Ability to build and lead teams with different expertise and interests toward common asset management objectives.
    • Ability to think strategically and look to the long term to identify issues and risks well in advance of them becoming critical.
    • Strong customer service philosophy to deliver work plan outcomes that meet the needs of end users.
    • Political acumen
    • Effective time management skills and the ability to meet deadlines and juggle multiple priorities in a very dynamic and changing environment.
