    CONTRACT ADMINISTRATION & POLICY ANALYST

    (12 MONTH CONTRACT)

     

     

    AREA OF RESPONSIBILITY:

    Reporting to the Supervisor, Service Contracts, responsible to facilitate the administration of contracts through the review and development, evaluation and award, implementation and monitoring of preventative, demand and emergency maintenance service contract for citywide facilities. Provide direction and guidance to clerical staff and co-op students, facility maintenance staff, vendors and vendor staff.

     

    • Review and develop contract terms, conditions and specifications for new and existing service contracts.
    • Review and consolidate scope of services with internal clients.
    • Review and coordinate departmental inquiries regarding new and existing service contracts.
    • Review industry standards to ensure “best practises” are established for new and existing service contracts.
    • Review expenditures and summarize budget estimates for new and existing service contracts.
    • Review and develop specifications and bid tables for Public Procurement.
    • Review and develop contract documents for Direct Purchase and Invitational Procurements.
    • Communicate city requirements and facilitate vendor inquiries at the pre-bid meetings
    • Coordinate the evaluation team for Public Procurement
    • Liaise with clients for contract award reports.
    • Prepare for approval council reports, contract amendments and contract renewals.
    • Review and distribute vendor maintenance and capital reports.
    • Conduct site inspections of vendor facilities and or equipment as required.
    • Coordinate and schedule the implementation of new and existing contracts.
    • Communicate new and existing contract scope of services, terms and conditions.
    • Review and develop the preventative maintenance budgets for citywide facilities.
    • Coordinate the preventative maintenance service for citywide facilities.
    • Coordinate service contract training programs for citywide facility staff.
    • Monitor monthly expenditures and prepare contract amendment reports as required.
    • Monitor invoices to ensure service is performed in accordance with the contract specifications.
    • Coordinate the contract updates to the Facility Maintenance Database (FMD).
    • Respond to and resolve internal clients and vendor inquiries.
    • Attend and coordinate vendor meetings and site inspections as required.
    • Conduct site inspections and monitor the contracts to ensure services provided in accordance with the contract documents.
    • Provide guidance to staff on purchasing and payment procedures as they relate to the new and existing service contracts.
    • Provide contract administration support to Facilities Operations & Maintenance Division.
    • Participate in corporate and departmental committees providing contract administration support.
    • Perform other similar and related duties as assigned.

     

     

    SELECTION CRITERIA:

    • High School (Grade 12) graduation plus an additional programme of over one and up to two years in Building Systems Engineering Technology or General Business or equivalent.

    • Over two (2) years, up to and including four (4) years of experience.
    • Demonstrated knowledge of Microsoft Office and Peoplesoft.
    • Excellent public relations skills and able to effectively deal with staff, vendors and the public.
    • Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
    • Able to work independently and as part of a team.
    • Driver’s license and own vehicle required for travel.

    **Starting Salary: $66,539.20 per year
