The Role....

  • Partners with hiring managers and HR colleagues to deliver workforce planning expertise based on in-depth knowledge of business operations, human capital needs, market intel and role requirements.
  • Provides sound advice to clients based on research, metrics, interpretation of legislation and collective agreements, best practice and leading edge solutions.
  • Responsible for full cycle recruitment for all types of positions, including unionized and non-union, including strategic advice and guidance.
  • Specializes in leadership/executive level recruitment and assessments to assess fit to the role and organization.
  • Delivers an exceptional client and candidate experience.
  • Delivers strategic sourcing through innovative and proactive sourcing methodologies to attract both active and passive candidates and create a talent pipeline.
  • Upholds the integrity of the recruit process and ensures a bias-free and fair selection process taking into account Corporate and legislative standards.
  • Leads the selection process and supports all phases of staffing and redeployment processes. Provides analysis and potential risks and recommendations on hiring decisions.
  • Responsible for managing external service providers, contracts and monitoring service levels.


Program Delivery

  • Lead, partner and support leading edge talent acquisition programs, including project planning, researching, conceptualizing, designing, developing, consulting, problem solving, scheduling, implementing, training, promoting and evaluating.
  • Develops corporate framework for community outreach, partnering with educational institutions, employment partners, associations and other means for creating a talent pipeline.
  • Stays informed on trends, best practices, legislative updates and their impact upon attraction and retention.
  • Prepares and analyses data based on substantive research that assists in continually improving the recruitment process, identifying trends, challenges and effective strategies.


Education and Promotion

  • Empowers hiring managers with tools, resources and training to elevate recruitment competencies. Develop curriculum and materials. Facilitate training for leaders and employees.
  • Innovate community outreach initiatives and represent the City at events to promote the hiring process, employment opportunities and the City brand.
  • Develop, in consultation with internal partners, Employment Branding.




  • Post-secondary degree or diploma with an emphasis on Human Resources, Organizational Behaviour or related field;
  • CHRP or CHRL preferred;

  • Minimum of 5 years of full-cycle recruiting experience in a Corporate environment, preferably in a unionized; preferably for leadership roles;
  • Comprehensive understanding of employment legislation, including ESA, OHRC, AODA;
  • Senior level project management experience;
  • Consultation and program development skills;
  • Exceptional interpersonal and written/oral communication skills;
  • Experience conducting behavioural tests and assessments an asset;
  • Competency using computer with O365 Suite; HRMIS, Applicant Tracking, and project management software an asset.
  • Must be able to develop a deep understanding of business priorities and culture in order to provide a strong perspective on the external talent landscape and find exceptional candidates.
  • Driven by more than legislative compliance and best practice, but by intellectual curiosity, creativity, challenging the norm and the opportunity to build our leadership team.
  • Must be able to communicate and influence multiple and diverse range of people leaders and employees, including union representatives.
  • Comfortable with numbers, able to draw insights from analytics, recommend solutions and implement.
  • Ability to handle multiple projects, manage workload and meet deadlines with strong attention to detail.
  • Interpersonally savvy. Excellent communication skills, both written and oral in the English language.
  • Able to excel in a collaborative high performing team based environment.
